Citizens Fiscal Advisory Committee

The Citizens Fiscal Advisory Committee has scheduled a meeting for Monday, June 11, 2012 at 7:00 p.m.

The meeting will be held in the Community Room at Town Hall and is open to the public.

    I know that both blogs have called for civility and a certain degree of understanding. Where does the termination of Ingoldsby fall , especially when you replace her with Mulvey? OMG! Hard to swallow this one regardless of which side of the political isle you stand. Langley just proved he is truly nothing more than a political puppet. You just lost what little respect and tolerance I had.
    Sad day for the employees of EGB - Defruscio strikes again !
    Grant was bad enough - now Mulvey - are you really trying that hard to torpedo the Town workforce and sabotage what little stability there currently is? Really?!?

  3. There is no way that Langley can substantiate his B-S political move this morning. There is no excuse that flies in the face of anything other than political tomfoolery for this ridiculous and immature act.

    Dear Gadfly: I will do my best to keep this civil,-( I don't break promises) - but maybe you can shed some light on this latest exhibit of immaturity and ignorance demonstrated by our Supervisor.
    Word has it that he's bringing in a book keeper as well and its going to be Taylor or Sheldon- care to comment? You might as well poison the drinking water to the entire work staff in Town Hall - you'd be accomplishing the same goal!
    Town Government as of late is like having a front row seat to Barnum and Bailey - " the Greatest Show on Earth" ! Thanks to Chris Defrusio - if your goal is to ruin Town Government - you pretty much well on your way !

    1. I don't have a front row seat, but I'd suggest that the last "special meeting" is a perfect example of the necessity for getting some sound judgement into the administration of the Town. Those two hires of obviously qualified people was unnecessary and displayed extremely poor judgement and ignorance of the condition of the Town's finances. See Ed Gilbert's Post on the subject on the Times Union Blog. It came on the heels of $500,000 in a retirement incentive for which no savings have been shown - as required by law.

      And there is the list of the $500,000 of cash that went out the door in 4 years without the required approval of the Board. Seems to me that long needed internal controls are about to be exercised.

Retirement plans were directly effected by the current Presidential administration - ( I'm one of them) ...so the intended incentive fell short thru no fault of anyone at the Town level - there was no way any of them could have foreseen what Nobama was planning....I would have retired for sure- but not now...

    4. I think you must be unaware of the conditions related to the EG retirement incentive. The current Presidential administration has nothing whatsoever to do with the EG retirement incentive. The EG incentive required that in allowing certain people to retire early (facilitated by the Town paying $500,000 into the retirement system) the Town would realize future savings. These savings were supposed to be realized by such things as not re-filling positions, hiring freeze, etc. The law says that the results achieve are supposed to be reported.

      It could be argued that for the people who were re-hired as consultants in their old jobs, a really nice "golden parachute" was provided.

  4. People who deal with Keith Langley are finding out that it's not what he says...it's what he actually does. Langley says he is a nice guy who wouldn't hurt anyone..then the real Langley does the opposite and seems to enjoy hurting another person. Now I hear he's blaming his actions on the Republican party making him do it..get real Keith...you sound like DeFruscio and his distortions of the truth. We finally know the real Keith Langley and we will remember.

  5. If Langley is upset with the board, then he should deal with the board. To go after Laura Ingoldsby to try to teach the other board members a lesson is cowardly and childish. That's like having a problem with someone and going after their little brother or sister. Keith, grow up - don't strike out at the defenseless because you're afraid to play with the big boys and girls.

    I thought you really wanted to make a difference and were honorable.

  8. Laura is a nice person but she was NOT a Director of Finance. she was a payroll person. you may not like Sean Mulvey but his credential are far superior to what Laura brought to the table. OUR town has a huge spending problem just look at the last two hires and Pete Stenson's pending part time job. In order to get a handle on this we need qualified people in key positions. The plain fact is that Laura lasted 5 months longer than any republican appointee would have under a Dem. supervisor. (doubt this ever see's the light of day)

Sean' has a bachelor's degree in finance, a masters degree in education and an advanced certificate in public finance. our town has a 2.1 million dollar red mark that is a serious problem no one wants to deal with EXCEPT Keith and now Sean. personally he has the credentials that I would want.one last thing anyone that is in an appointed position has to realize the precariousness of their job. when an administration changes you are probably going to be looking for work .

      And...its not the Finance Directors responsibility to over see the "2.1 million dollar red mark". And its no longer 2.1 million, its actually considerably less. His job is to handle payroll, retirement and making sure health benefits are handled. If he screws up one thing or meddles with any of it without negotiation , there will be guaranteed lawsuits.     7. you are mistaken on many fronts. from NYS Town law section 52 regarding the Town Supervisor:

      "1. Appoint, and at pleasure remove, a director of finance who shall assist the supervisor in the preparation of the preliminary budget and the capital budget, if any, and in the administration of other fiscal operations of the town for which the supervisor is responsible. "

      The duties that you assign to the Director of Finance were handled in that position only because of previous appointments. While it is necessary work it is not the job of the director of finance. It sounds like you think he will attempt to unilaterally change negotiated agreements I think he knows better than that. As to holding a teaching job you can't be serious we have had numerous layoffs because of the economy and the funding cuts to school districts certainly you don't think every teacher that was layed off "couldn't hold a teaching job"

I predict in no time you will be hearing about a special meeting arranged under the radar to rehire Miss Laura to some unnecessary position through the current year at her same salary. The majority will rule and then there will be 4 additional patronage positions (counting the 3 hired for the DPW). So why the long faces?
    Still no financial reports and still in debt. I predict a major tax increase. In fact I can sniff it -- coming from the direction of the sewage treatment plant.

  10. Stop blaming the Republicans for what happened to Laura Ingoldsby.. This looks like the action of Langley and DeFruscio. There are a lot of Republicans in town who despise the way the Republican party is run and things are going to be done to change the Republican leadership in the near future.

    All Republicans are not the same - some Republicans believe in responsible and fair leadership - not what we are seeing now.

    2. I agree with Bob, Republicans are not responsible for what is going on in our town. The only real Republican involved with politics and running for office is Rick Matters.

      The Republican chairman picked Mike Cristo to run - not a Republican, Ann Taylor to run - not a Republican, Ed Gilbert - not a Republican, Keith Langley - not a Repbulican....see the pattern.

      I know we have a large number of good, decent Republicans in this town who are not being represented by going to the other parties for candidates and pretending they are Republicans with Republican values.

      Why not try a novel idea....pick a Republican to run on the Republican line?

      Also, the blogs that attack the Democrats are thought of as being affiliated with the Republicans - not true. Ray Mooney - not Republican, Don Johnson - not Republican, Dwight Jenkins - not Republican......the pattern continues. Think about it!

Is DeFruscio really that incompetant a leader or is he betraying the Republican Party? Whichever it is - not good folks!

    When you put an uneducated , used car salesman in a position of power , this is what you get. He has no knowledge of the inner workings of East Greenbush nor does he care.
    Chris thinks this is all a big game and he's vying for the "bully of the sand box" because he thinks it makes him look cool !
    Cristo and Taylor started all this mess and once the people of East Greenbush sent them a clear message - they have fallen away - but Cristo still tells Defruscio what to do and its obvious that Chris can't think for himself. Too bad Langley can't think for himself either !

    1. I'm sure Langley is wondering why no one wants to speak to him. Its not even the "Laura" thing, although he made a HUGE mistake by telling her on Friday she'd lost her job, then telling her at 8:30 to pack her things, while the ex teacher sits in his office awaiting his new position.
      Former Supervisors VanVoris, Angelini and McCabe had class; they would have never allowed such activity to be done that way. They would also make an attempt to interact with the Town employees, approach their windows now and then "Hey how ya doing, how's things in the Water Dept." or whatever department. Langley has hid his head in the sand since day 1, so we know where thats going to get him. Then he goes and hires his assistant who doesn't know how to deal with people; now we have another social misfit as the "Finance Director." Well it certainly has changed; it used to be such a friendly place to work; yes work there and socialize, a word apparently they know nothing about. The whole thing is sad; maybe they're getting tired of hearing "It was so much fun here or its not the same." Well its not and it didn't have to be that way. This is the way THEY have created our work environment; do your job from 8:30 to 4:30, take a lunch and get out as fast as ya can at 4:30 and basically ignore whoever you run into that you don't want to deal with at that present time. Good Job, Langley! You know how to make people feel "comfey!"

    I am pleased to announce that Sean Mulvey has joined the Town Hall staff, assuming the responsibilities of Director of Finance. His immediate focus will be the 2013 Town budget.

    Sounds like another Cristo-Taylor budget in the making.

  21. As an overtaxed tax payer in this town, it is my understanding that the new supervisor is on the job part time at best. If the supervisors job is no longer full time, why are we paying him $70,000. Perhaps $35,000 would be more appropriate. Still pretty good pay for 15-20 hours a week.

    Where are the TRUE Republican party members? This ridiculous excuse for governing East Greenbush is nothing more than a veiled power grab by Rich Crist, Chris Defruscio and no doubt Mike Cristo.
    The people of East Greenbush will deal with Cristo in the next election , but leaves many of us "old timers" to wonder when the real Republicans will deal with the likes of Defruscio and Langley. I heard Langley doesn't spend much time @ Town Hall- if that is true, taxpayers should demand his resignation !

Someone who allows him or herself to shut up and roll over for the Democratic majority and take all of their BS? Is that what you consider a real Republican? This Town needs a really good house-cleaning and I am not saying that the new guys can do that -- but I think the Supe did the right thing by removing Laura I. from the job and putting in his own person. Maybe he doesn't interact with the holdovers because they don't interact with him. Who knows? I thought it rather amusing that he couldn't even rearrange workspace without Phil Malone having a hissy fit because his mother was moved from the front office. Yeah, that is really what the Board should be doing, micro-managing office space arrangements. Yeah.
    And by the way -- when you accept a patronage job you have no entitlement to lifetime tenure -- you all know that.

Patronage positions aside - placing Mulvey there will quagmire EVERYTHING for months. He cannot get along with anyone and will not get along with anyone. He is already suspect of doing illegal and immoral things both inside and outside of East Greenbush. Residents should be well aware that he is nothing but a political plant to leak information to the likes of Johnson, Mooney and Jenkins - who ARE NOT REPUBLICANS , because they intend to use it to gain information and facts they would not otherwise be entitled to....and that is a FACT ! Does anyone really think that Eileen had anything to do with what happened to Laura? I don't. Put yourself in Eileen's shoes. How would you like to be the person working for Langley - not an easy job. Langley and DeFruscio did this...not Eileen...give her a break.

Mr. DeFruscio considers himself as the ultimate game player and would certainly like to deflect the residents attention away from hin and Langley and their actions.

    Now I hear DeFruscio is telling anyone who will listen that he had nothing to do with Laura being fired....it was Langley. DeFruscio even tried to tell Laura's husband "it wasn't me, I had nothing to do with it and would have stopped it if I could have." Let's hear how many people from any party would believe DeFruscio is innocent...how about you Martha Andiago...were you there as DeFruscios' witness?

    The Town will suffer greatly over the next few years and once his new finance director screws up beyond repair - finally then , maybe he will see that he is nothing but a pawn in a much bigger plan to destroy this Town we live in.
    Johnson and Mooney don't want a better East Greenbush- they want to blow your tax money and blame it on McCabe- EVERYTHING they blab about costs money to fix. They think they know whats best for East Greenbush.

    All the Gadfly blog wants to talk about is stipends and issues that are several years old. Let's talk about Langley, the great uniter. He preached how he would unite the residents of all parties. No game playing, everyone treated with respect and dignity, no game playing with peoples jobs.

    Well here we are less than 6 months later. People threatened, people have lost their jobs, no interaction at board meetings. Under Langleys rule, if someone brings up an important issue that needs to be addressed at the board meeting, it wll not be answered or discussed - as per the "great uniter", Langley.

    Ray Mooney, Don Johnson, Dwight Jenkins - is this what you campaigned for and gave financial support for? We had one Chris DeFruscio - now it looks like we have two.

    These are the issues facing the residents of this town. People wanted change and trusted Langley's promises during his campaign. All we got are broken promises and divisiveness.

    Sorry, but that's the way I see this.

The above blogs began with one of our good buddies, Laura - who was let go in a way that is ripping all of us apart. Don't know how you people would of handled one of your own getting the boot after so many years; especially one who just had thirty some cancer treatments; things changed - and not for the better. Walk in that town hall any day - we're not 14 year old boys or ladies; we're hurting because no one wants to speak to certain people - and its awful. Thank you for coming on board and staying in your own little world; the issues of the town are very important, but not as important as the welfare of the human beings that were truly hurt by all of this nonsense. Saddest part about it, it'll never change in the next 3 and a half years.

Nonetheless, I have to tell you that since January, I am very much disappointed in your leadership and conduct.       1. The Ethics debacle is one. Voting with the majority to hold the hearing showed lack of support for the Ethics Board's draft version of its code and lack of principle on both your parts. It is clear that the Democratic majority will get their way, but why do you assist them? Why don't you speak out? And Keith -- you need to understand that a public hearing is NOT just a comment period. You cannot cut off questions -- the point is CLARIFICATION -- that makes a hearing less of a sham and promotes a notion that citizens are participating in government.       2. Keith --you have cut off any interchange between the citizens and the Board by your edict banning questions from citizens at a Board meeting. Apparently you cannot stand up to pressure from the majority or your voters. And Rick, what about you? You were often the most vocal and expressive Board member ever. You show little backbone.

      3. Your cross-endorsement of the appointment of a Democrat to fill the Town Judge vacancy was appalling. Do you understand that is what your votes meant? Is that what you wanted to accomplish?
      Now even if you want to support the Republican candidate in the election, the Democratic candidate can use your votes against your candidate.

      4. Your firing of Laura Ingoldsby was a disaster. I certainly understand why you would want to replace her -- she was the facilitator for secret stipends and a lot of other mismanagement. But surely you could have anticipated the outcome. You could have used that as an excuse for firing her. Now we have another patronage employee on the payroll. Is she making more money this time around? Surely you could have just moved her to another do-nothing job. Your're lucky they didn't somehow find a way to garnish your paycheck.

      Well, that is what has happened just recently. I could continue. Furthermore, the behavior of certain of your advisers at the meeting last night was unprofessional and on par with the worst of the East Greenbush Talks blog. If you really are taking advice from these people you show poor judgment and a lack of understanding of what your job is. In other words, you are no better than the last Supervisor."

    I was very surprised to see something I never thought I would see, you were speechless when someone asked you why you weren't outraged at the treatment of Laura Ingoldsby. So lets hear it. Wheres the outrage about firing a longtime employee in the manner that it was done. YOu had alot to say about cutting salary for new employees, but nothing about firing Laura. Can you say double standard? How about hypocrit? Also, I heard nothing from you about the won adding to the payroll when it was for the new bookkeeper in ADDITION to hiring an HR consulting Firm at $150 per hour.     1. If Langley changed some of his "crew" of advisers he'd have a chance to achieve for the people who elected him the change they expected. To this point he has relinquished (and the Party apparatchiks have usurped) the authority he has as the elected official entitled to promulgate policy for his administration. To this point he's caved to the old Republican patronage bunch - witness the performance at the Board meeting. Langley still has a chance to salvage his administration, but he needs to separate himself from those he thinks of as friends and get a different compass.

      The crew Langley is taking advice from now (read Chris D. and friends) haven't a clue about governance. They want their place at the trough. Keith hasn't figured that out yet. Let's hope he does sometime soon.

  69. I've known Keith Langley for many years. Keith is really a decent, nice person. However, Keith needs constant reinforcement of his self worth. Chris DeFruscio, as a long time friend, knows this. Chris feeds Keith with praise and encouragement while he is using Keith to do what he wants.

    Keith, believe me, it's about time you find the courage to stand up for yourself and resist DeFruscio's control over you and start thinking for yourself. You'll find your real friends will regain confidence in you and Keith, you'll have a chance to shine. If not, enjoy your one and only term.

Ed is the Deputy Town Supervisor for East Greenbush, appointed by Keith Langley. Ed used the TU blog as a bully pulpit to advance the political agenda of Keith Langley and himself. Is the TU okay with this? Does the TU even know what Ed is doing? If the Democrats were abusing this power, the Mooneys and Johnsons would be up in arms for sure.

Had he distanced himself somewhat from his "fearless leader" and became friendly with many Conservatives, Independents and yes Democrats - they would of welcomed him, and agreed and disagreed; but he chose to have his mentor; Defruscio show him the way; and he's going to bury himself. The Republican Party would of done the same if the tables were reversed; you do anything to save an employee with an impeccable almost 20 year record, especially if they are quiet, do not get involved in the political nastiness of it all. Yes, Supervisor Langley what was done especially to Megan was not nice at all - but what did you really expect? Work with the TB; you may be mad but I guarantee someday you will realize Defruscio is the most evil and vindictive person you chose as your "mentor." He will hurt you, trust me.

    Let them continue to spread their venom and continue to suggest that Ray Mooney and crew are the only ones who should decide how this town is run. Ray argues about ethics - apparently he feels he can do a better job than Jack Conway. I do not. Jack and the board will come up with a good ethics code but hopefully not one that will satisfy Ray. I enjoy seeing Ray unhappy, which is most of the time.

    Joe, you tried...don't let them bait you by continuing to explain your position. They really don't care. Also Joe, if you noticed...you signed your name and received a response form Anonymous criticizing you for trying to bring some civility to the way people treat each other.

    I guess Rick Matters didn't help his case any by sending Laura flowers to welcome her back to work. Rick, I think your gesture to Laura was both classy and appropriate - good for you!

Clearly, Mr. Matters is a cut above the rest of those slugs and needs to find some new friends. I am not saying Democratic friends...just new friends.     Taylor,Johnson,Cristo,Mulvey,Grant,Gilbert,Jenkins and Defruscio all have ONE thing in common , and it's NOT that they are the alleged Reform/Republican party.

    They ALL have an axe to grind with the Town. They all have either lost an election-miserably , were removed from their posts due to incompetence, lost a lawsuit to the town, or had one of their relatives removed from their patronage position within the Town.

    Think about the most recent series of topics discussed by Mooney. ALL of them revert back to this very topic. They will all tell you that they have the best interest of the Town in mind , but I call bullsh*t !
    They have personal gain and their own version of nepotism/patronage at heart. Explain Mulvey and Eileen Grant for us- ? Patronage? -
    They throw around alot of charges over there on the Mooney blog- that this blog picked on poor Ann Taylor - again I call bullsh*t! They conveniently forget what she wrote while she and Cristo campaigned. She got ALL that she deserved ! She started the battle, let her live with the consequences !
    Her vote total would suggest that I'm correct ! She did more to screw and Republican candidate than any democrat ever could have - also something she has to live with and deal with. Cristo still can't fathom his low vote totals - still is arrogant about thinking people actually care about his opinion. Too bad this came down to this - but this entire mess over the past few years is completely and totally the fault of the quasi-republicans who have turned Town politics into a three ring circus ! Thanks must be given to Chris Defruscio- clearly the worst chairman to grace East Greenbush in the last twenty years !

    Ladies and Gentlemen of East Greenbush, it is with great sadness and some small degree of frivolity that I must inform you of the passing from our political consciousness the insufferable but lovable Ray Mooney, Gadfly Extraordinaire. The Town's foolishness and depravity have sent him into a condition we've seen before in others (me), with symptoms not unlike comatosity: inability to think or respond to those matters relating to our corrupt and/or inept and/or both... East Greenbush. The collapse of the Ethics front was the last straw for Ray. To see an entire year of solid work be ground under the treads of the majority's tanks was just too much. He has the 1,000 yard stare and I fear we shan't see him back in action again. Yes, he has a pulse, but it is weak, desperately weak. Lies, excuses, and the using of people for their own benefit, on both sides, have driven him into a no-Man's land where he lays face down in a shell hole, unable to make it back. Godspeed, Raymond Mooney. We have lost a good man. *this is an unpaid advertisement for the Resuscitate Ray Club. Exclusive permission granted. Sincerely and really I swear I mean it, Dwight Jenkins.

They have visions of glory and that the people of EGB will vote for their distorted version of how a Town should operate. If we adopted any of their foolish ideas - we'd all be broke and unable to sell our homes because NO ONE would want to move to EGB!
    I find it utterly amazing that the housing market in East Greenbush is currently thriving - despite the negative crap coming from Jenkins / Johnson / Mooney / Defruscio / and whats left of Cristo and Taylor. Its a testament that people reject the Johnson version of events !
