6/17/15 EAST GREENBUSH TOWN BOARD MEETING

A consultant at the 6/11/15 Pre-Board Meeting pitched a multi-municipality NYS State Department Local Government Efficiency Grant application to establish a Municipal Infrastructure Rapid Response Team, whereby a member experiencing a sewer, water, snow or flooding emergency would be assisted by other members’ available equipment and crews, with expenses paid by the member needing assistance.

There are modest application development and submission costs and, if the grant is awarded, local matching funds requirements (possibly including in-kind staff services).  The grant would pay for planning and implementation costs, including unique equipment for use by the members.    I personally support shared services agreements, especially if grant money is available.

108-2015 was nonetheless defeated at the 6/17/15 Board Meeting, with Supervisor Langley and Councilperson Malone voting “Yes” and Councilpersons DiMartino and Matters objecting.  Perhaps over concern that EG would be a net assistance giver, but costs are reimbursed!

The same votes defeated 109-2015 to hire Chazen Companies to write other Grant Applications. EG’s Planning Director and/or Engineer could do this if not fired by the Majority.

Note: NYS’s Consolidated Funding Applications are due 7/31/15.  Hence the rush.

98-2015 Filling Ethics Board Vacancy failed with CPs DiMartino and Matters voting “Yes” and Supervisor Langley and CP Malone voting “No”.

Noteworthy resolutions receiving unanimous approval:

100-2015 Appointing Police Officer - Congratulations & welcome to John DeRubertis;
103-2015 Certain Paving Expenses;
104-2015 Designating a Portion of Lakeshore Drive One-Way from 6/19/15 to 9/18/15;
106-2015 Emergency Repair of Old Troy Road Bridge; and
107-2015 Chazen Companies Bridge Condition Assessment of Old Troy Road/Mill Creek Bridge.

Thankfully, the many attachments referenced in the Resolutions were included in the on-line Agenda. 

Aside: Resident (A) complained that two residents, including yours truly, had spoken during the Open Public Privilege portion.  Resident (D) suggested banning (A) from speaking at future meetings or at least gaveled out of order.  I disagree with banning people but support gaveling them.  

Remember, “Better to remain silent and thought a fool than speak and remove all doubt!

Also, we don’t need various audience members shouting “Order!”

  3. You are absolutely correct that audience members shouldn't be shouting "order", our Supervisor should for once do his job and bring order to these meetings. It is an absolute embarrassment to our town how these meetings are run.

  4. How in the world can Ed Gilbert make the claim in the Advertiser that the Supervisor has reduced the Town's debt when the Town's books cannot be audited? Reminds me of the Deutchlander who once said that if you keep telling the same lie over and over again, folks will start to believe it.

  7. Is it legal for a convicted felon to register to vote? For example lets just say you were convicted of arson and went to prison. Would you still be allowed the right to vote once you were released from prison?

    1. Anyone convicted of arson shouldn't be allowed to ever walk the streets again let alone have an opinion on anything. Anyone who would commit such a heinous crime certainly doesn't have any respect for human life, but I believe even such a vile person as that would once again be allowed to vote once the justice system was done with that individual.

    2. According to the NYS BOE web site a voter may "not be in prison or on parole for a felony conviction". Someone no longer on parole may vote.

  8. FYI; the meeting this afternoon was to address the official hiring of the new Police Officer because he needs to start the Police Academy prior to the JULY meeting , and to vote on the Police contract -( failed~again).
    MAM and Deb voted to not approve the contract yet again, forcing it now into arbitration.

    3. Mary Ann Matters has also stated publicly that she does NOT SUPPORT our Emergency Medical Services. Councilperson Matters is proving herself to be completely incapable of governing in the best interest of our town.

      Matters, DiMartino, and Poorman have joined together to break the backs of the local unions and their hard working members that supply all of our town wide services.

      The local unions should set the BIG RAT up right in front of Matters house.

The arbitrator will see thru this smoke and mirrors game and order the Town to pay - plus ALL legal fees incurred and then you can f-ing scream when you see how much extra this will cost us !

      BTW: the police were willing to take a 0% raise for part of that contract...something unprecedented as well as other concessions. MAM is just being the stooge for poorman and cristo and its all becoming very clear now. Deb is along for the ride.
      Incompeternce and ignorance are the onbious hallmark of this new alliance of "wanna-be's" ~ poorman-cristo-matters-dimartino.

      I think its time for Jack and co. to come out and publicly state the intentions of the eg1 people and how they feel about ALL town employees. Vwormer would be wise to do the same.

Witness that sick-leave incentive which was sunset in a previous contract and added later by the Supervisor without a resolution or vote of the Board.     7. Great 1249 - now look and see what the base salary is. Then compare to see how much extra they have to work to attain those amounts. They are understaffed resulting in alot of extra shifts to generate those #'s you see on seethroughny !

Why wouldn't we want to know what's in the contract? did anyone think that MAM or Deb may not agree with everything that's written in the contract...duh! not for nothing but the contract in question only would go through till January & they've been working without a contract for some time now what's another 5 mo's, would that really make a difference? get real people Matters & Dimartino can make up their own minds their not being strung along by anyone...you praise them when you're in agreement with them & rip them apart when you're not, not all decisions can everyone agree with but to attack them the way you do. It's obviously that anyone on this blog does NOT know either woman, to continue to write false accusations & blatantly make up lies day in & day out is absolutely absurd. Stick with writing the truth & you'll sound more creditable.

These budgets should be voted on all at once, the town, school and library for ALL COUNTIES! This way everyone is informed and aware of where all the monies are going.

She has no opinion of her own ! Rick Matters takes his marching orders from Mike Cristo/Poorman. Are you that blind?! This isn't some game - pay attention and watch. These arn't lies....they are witnessed almost ebery day and attested to by the actions of Matters and Dimartino.
      Just for the record - I have NEVER praised either MAM nor Deb. On the contrary - they are a very large mistake on our Town Board with only a select few disgruntled bloggers giving them and credence at all for their stalling tactics !

  12. 12:53 PM you are soooo right! It astounds me how few people care about the budgets of the schools and library. I vote in both those elections. I don't have any kids in the schools, but I vote. The parents come out and the school budget gets passed every year. Every year. What is the matter with the rest of the voters? They could at least make a showing - review the budget and see where your money goes.
    Same with the library. That vote is really pathetic. The Friends of the Library call their members who vote faithfully every year and the budget passes. I'll bet not even 1500 people turn out. Probably not even 1000. The budget is increased every year and nobody cares. Don't get me wrong - we have an outstanding library. Before she left - the Librarian raised funds to create the pleasant green space outside - at no cost to taxpayers. We are highly regarded in the capital district but really - no oversight from the taxpayer because of pure laziness and apathy. Plain and simple. On the other hand, every other community seems to do the same. People die every day to protect our right to vote. Let's show our appreciation and set a good example for our kids.

There is most certainly historical evidence that the intermittent rash nonsensical, poorly written comments comments that start after any essay not favorable to Keith Langley come from the same source: Chris DeFruscio and Ed Gilbert. These guys had several blogs (some they denied, some they didn't) and the syntax and presentation is the same and shows a pattern that that logically leads to the assumption that they are at it again. Remember, when you read the Gadfly blog you get the Gadfly opinions.
    As far as these guys being in and around government, Langley has appointed Gilbert to CFAC, Ethics, and Deputy Supervisor. Langley is also responsible for Chris DeFruscio being in the court.
    I'm with the Gadfly. The assumption is valid, the comment was published in its entirety and the reader was free to accept or reject the Gadfly opinion.

  17. The comment I was referring to was a profane personal attack. And it's a fair assumption that it was in reaction to my comment at 1:55pm on July 3rd which referred to the insiders in both political parties who call the insider shots on policy and operations - like permits and approvals and sewer connections, the supposedly "under the radar" deals,etc. The oligarchy has been exposed, and it is discomforting to its members.

  19. Is Councilperson DiMartino as department liaison, condoning inappropriate behavior out of the corner office at the DPW garage by her close personal friend, Commissioner Corellis? As part of Poorman's platform he should promise to investigate fully Corellis's many questionable decisions as to their legality. For example the utilization of town assets to remove a tree located on his cousin's property and oh yes there's more.

  21. Anthony Corellis should be removed from his job for removing that tree on his cousin's property. He used the EG taxpayers dollars to benefit his family member. Corellis has no respect for the law, or the taxpayers. He has proven himself unqualified and untrustworthy in the position he holds. Hopefully MAM will encourage a qualified replacement in January when new appointments are made. Corellis, being Councilperson DiMartino's BEST FRIEND certainly didn't "qualify" him for the job. Poorman can't be all that bright for hitching his wagon to those dead horses.
    It's very surprising that Mary Ann Matters would associate herself with this group. So much for cleaning up local government.

    If you attended the board meetings, you would have known that this was on town right of way and Corellis was just finishing a job started by a previous commissioner.

    2. I agree with Anonymous July 7, 7:36PM - this issue has been addressed over and over. I am not defending nor attacking Corellis, but he contacted the state to confirm whether or not the tree was located on town property. To me, the tree looks like it was 100% not on town property, but just because it looks that way doesn't mean it is. Either way, the state was aware of it and didn't seem to think it was "illegal", so move on. If you have something else than go for it.

  25. Corellis knows full well that tree was on private property and because it belonged to his relative he used taxpayers money to remove it. Corellis is irresponsible and ignorant of his duties as Commissioner of Public Works.
    CP Matters and DiMartino are defending a person who is not worthy of his position as Commissioner, and in doing so it will soon come back to haunt the both of them.

  27. Anthony Corellis is his own worst enemy. He is both just plain arrogant and with out question "ignorant". He and Poorman are a pair of lead weights in a race to the bottom.

    Those two do not belong anywhere near town government. Corellis WILL be shown the door at the next organizational meeting in January and Poorman can go crawl back into his hole.

    That is if their ignorance doesn't get them in hot water before then.

This blog is becoming an obsession over who Mary Ann and Deb are hanging out with, Anthony Corellis taking down a tree that has been dealt with and was given proper documentation by the state, and Jack Conway simply asking for a donation. Can we find more substantial issues, or is this all you have on these people? Whoever these comments are coming from, you're all sounding like a broken record.

  29. 6:07am....If you go to the video tape, as Warner Wolf was fond of saying, you will discover that Jack's donation request was in the context of some serious repartee with the Supervisor about the difference between "what the Board wanted" and the "public interest" which they were supposed to guard as related to the casino fiasco. The fact is that the Town Board conspired with the insiders of both Rep and Dem local establishments to secretly initiate the casino mischief. They cost the citizens of the Town a great deal in time, energy and money because they didn't do the jobs they were sworn to do, but did the usual caving to the special interests - and we all know who they are. Just ask the Supervisor who delivered that first casino Resolution a year ago last April.

    2. There certainly was enough opposition so as to require the initiative to be hatched in secrecy and pursued in secrecy until the last possible moment. And there was enough opposition to "catch the eyes" of the siting board and be referred to as influential in their decision. There was malfeasance on the part of the Board in this process. The most significant example that comes to mind is the Supervisor's refusal to disclose early on the conflict of interest between those who were pushing the effort and a member of the Board. He had to know who was related to who.

    4. Once again- opinions vary and not every resident is in favor of reimbursing that expenditure. Fine- you say one thing, I say the other but remember this - your constantly complaining about tax dollars being spent on various other items, this would be one item that would certaintly not be looked upon favorably by alot of folks. I personally would be severely upset, like SEG was, if that "request' was granted.
      Once again, opinions on this subject vary.

I believe the FACT is that the Gift and Loan Provisions of the State Finance Law would prohibit a governmental entity (such as a Town) from contributing to defraying the legal bills of SEG, which puts Jack's request for donations in the proper context. The secret conspirators would do well to make amends for their actions individually. They did not serve us well at all.

Mr. Gadfly would raise holy hell if McCabe or Langley wanted to move tax $ towards their personal causes - in fact he did (as did his flock) when McCabe did just that (secret stipends to the McCabe Friends and Family High Living accounts). Gadfly is a phony. Seems to me, we are stuck with three bad choices this year: Dem, Rep and so-called EG 1st. One more bad choice than normal; real progress.

  30. This blog and the ohers are for people to vent their collective frustration and discontent with ALL things East Greenbush.
    Many folks who write here clearly feel that many current appointments by the SWF folly are incompetent in their duties.
    I understand both sides of the argument. Supporters and critiques both feel they are correct, but lets not forget what a blog is basically about. It gives you a venue to aire your grievance and vent your frustration.
    What some consider b~s , others obviously believe to be a travesty to the voters.
    It is what it is people.
