BUSY EVENING AT TOWN HALL - WEDNESDAY, 12/8/10

Wednesday Evening will be a busy one at Town Hall.  In addition to the 7:00 PM Town Board Meeting, there will be a
  • 5:30 PM Public Hearing on the Town taking over all aspects of dog licensing and a
  • 6:00 PM Christmas Tree Lighting Event (bring some canned goods for the food drive).

Notice of Public Hearing, wednesday, 12/8/10 - 5:30PM
The Town Board has scheduled a public hearing on December 8, 2010 at 5:30 p.m. to hear public input on replacing LL1-2007 "Dog Licensure Law." This change is due to NYS Agriculture and Markets now having municipalities issue all aspects of dog licensing.

Christmas Tree Lighting, wednesday, 12/8/10 - 6:00 PM

The Town of East Greenbush will be hosting a Christmas Tree Lighting Event at the East Greenbush Town Hall on Wed December 8th to begin at 6pm. There will be light refreshments, Christmas Caroling and a special visit from Santa.

Patrons are urged to participate in a canned food donation drive organized by our new town council members, Phil Malone and Sue Mangold. Any and all canned donations will be graciously accepted.

183-2010 Resolution Celebrating the 50th Anniversary of the Howard L. Goff Middle School of the East Greenbush School District
The East Greenbush Town Board does pause in its deliberations to honor and recognize the role that the Goff Middle School plays in the lifeblood of educating our young people to become active citizens in our community through its many clubs, activities and organizations on its 50th Anniversary.

184-2010 Resolution Scheduling 2011 Organizational Meeting
The Town Board of the Town of East Greenbush shall conduct the 2011 Organizational Meeting at 4:00 PM on Monday, January 3, 2011, at the East Greenbush Town Hall.


185-2010 Resolution to Abolish the Town Finance Committee and to Create a Citizens Fiscal Advisory Committee
The Committee shall consist of five (5) At-Large Members who shall be qualified voters in the Town and that each member of the Town Board shall be entitled to appoint one (1) At-Large Member to the Committee, with such At-Large Member to serve on such Committee at the pleasure of the appointing Town Board Member.

186-2010 SEQRA Determination – Couse Corners Roundabout
Based on the "Reasons Supporting this Determination" discussed in the attached SEQRA Negative Declaration – Notice of Determination of Non-Significance ("Negative Declaration") the Town Board hereby finds that the Project will not have a significant impact on the environment and authorizes the filing of a Negative Declaration for the Project.


187-2010 Resolution to Maintain Landscaped Island – Couse Corners Roundabout
The Town of East Greenbush will maintain, or will cause to be maintained, the landscaped roundabout and median, to include all maintenance, care and replacement work necessary to keep the roundabout and the median in a neat and attractive appearance.

188-2010 Authorization to Pursue Funding – CDTC Linkage Program
The Town Board hereby authorizes a submission of an application for grant funding to the CDTC Community and Transportation Linkage Program for 2011-2012 for the Development of Design Standards

189-2010 Resolution Adopting Local Law Entitled "Dog Licensure Law"
The Town Board does hereby adopt Local Law #5 of 2010 entitled "Dog Licensure Law".  The purpose of this Local Law is to provide for the licensing and identification of dogs, the control and protection of the dog population and the protection of persons, property, domestic animals and deer from dog attack and damage.

  3. 1030 and 1036 - because of the finance committee?? Please tell us your kidding! It was nothing but a vehicle for Camp Cristo to take shots at McCabe and OBrien and do nothing but over-damatize facts and figures. No one bought into most of it anyway - so I guess I'll say it - be disgusted - go re-register REPUBLICAN if it makes you feel better. The board will move forward and whether or not you like it, they'll do what they think is correct and prudent for the Town. Maybe it doesn't fall in line with the Cristo/Taylor way of thinking , but so what! The voters rejected that line of thought !

Just because the Board is eliminating the current slate of citizens on the finance committee and re=appointing new members - which they are fully entitled to do so - do you sore losers expect anyone with a smidgen of intelligence to feel sorry for people the likes of Sean Mulvey,Don Johnson or Ann Taylor? They used the finance committee for their personal agenda the past 7-9 months. They were warned not to do so, but they failed and did nothing but slander the Supervisor and Board member OBrien. That was not what they were placed on the committee for and they were verbally warned about what was expected of them and clearly told what the committee was NOT to be used for - political gain - specifically that it was not a vehicle for a political campaign by Camp Cristo and its supporters. They did not heed that advice - hence forth - BYE-BYE ! and .....don't let the door hit you where the sun don't shine either ! You three deserve to be removed !

The finance committee was nothing but a vehicle for Ann Taylor and her cronies to further her campaign of hatred and BS against McCabe and the Democrats ! Little Ms. Numbers did absolutely NOTHING of any consequence on that committee - NOTHING AT ALL - and the voters knew it and voted her dead-wood butt outa there ! Twice !

  8. The finance committee absolutely needed a clean slate....don't really understand what all of the crying is about. Cristo/Taylor people seem to think that the Queeen Bee is all knowing and somehow really enhanced the committee. It was really nothing more than a political ploy for them. They need to get a life...a real one, stirring up unrest in the town seems to be about as far as they can go. Hellooooooo.....don't you have families, jobs, etc.? Surely you can trim down the job of slandering the Supervisor and various town employees to part-time at least. Give it a shot...and have a great day!

  9. Slander is the spreading of a false or malicious statement about a person with the intent to injure or defame. Seems to me all of the statements concerning stipends, pensions, illegal hiring and such were based on town documents obtained through that nasty but legal avenue of the FOIL. Get your definitions straight.
    Do you really think that Ann Taylor is perceived by the so-called Reform Movement as Joan of Arc?
    Please. You really give her more credit than is due. Lighten up. It is the holiday season.
    The only unrest I see in the Town is coming from here.

Stipends ended two years ago , illegal hiring is something CREATED by team cristo - "and such" ?? Like what ??   14. Mulvey used to work for the Hudson City Schools and was awarded a stipend-(googled) for doing extra work. Same thing he and his compatriots have been screaming about for the past 6-8 months.
    Anyone who knows anything at all about anything knows that stipends are an accepted business practice in the real world - but apparently not in the world of radical reform party campaigners for the fraudulent repooblican line in EGB !

According to NYS Town Law, additions to employees and elected official's salaries in excess of the levels established at the passing of the budget are not lawful without a Board resolution - or the passage of a local law in the case of elected officials. Town stipends are illegal without the Board's action stating amount and recipient. Mulvey's stipend was paid by a school district for extra work.

    Town stipends were added to bi-weekly pay at the beginning of the year without Board resolution or Local Law for the Supervisor and Receiver of Taxes before any work was done.

Pete ; I hear you loud and clear , but when the meta-morphs at the VOMIT BLOG - over there start claimimg their particularly indecent comments and when DWIGHT finally comes clean about his delusional claims he makes on his pitiful excuse for a prayer backed blog....well then maybe some here will own up , but why bother? The VOMIT induced blog has been taking shots at the Supe and anyone he ever said hello to for the past 13 months - 99% of it done annonymously.! Blogging anywhere annonymously is an accepted practice.

  20. If nothing else, the Cristo/Taylor blog does manage to keep people entertained. They just cannot let go of the stipend issue, which has long since been resolved. Funny, they think it is perfectly fine that Mulvey received stipends. Perfectly legal they say - we all know that they would "confirm" such a thing. After all- they are such a "stand-up" group of people....yeah right!

    Also, they actually approved a comment regarding the new employee at the transfer station. If Mike was truly a good board member, he would know that those are union jobs that are put up for bid. if he really didn't know - he has no business being involved in town government. After all, he was the liason for the transfer station for 3 years. He knew that there are procedures to be followed.

    As for Ann - she reported seeing the article about the 7 towns where land is free - I say "go for it". We'll miss the entertainment but don't let us hold you back.

    You lost the election - how many times must you be told. You make yourselves look like fools time and time again. Have you no pride? If not, think about your families instead of yourselves for a change.

These losers are in a self induced hysteria and they think McCabe is now the anti-Christ or something similar. I've never seen anything like the Taylor blog before in my life. She actually encourages this hysterical sort of blogging and she answers half of the rumors by spinning her own form of delightful foolishness for all to read and digest. What a bunch of certifiable screwballs they all are. Once again - THANK GOD she never got elected - can't imagine where this Town would be with her having any say about ANYTHING ! Good Grief -

  24. Notice how thet, on the other blog, have not mentioned the town emerging from junk bond status. They're still on the dead issue of stipends, trying to overshadow the good news Mr. McCabe conveyed. They are so predictable.

  25. Glad to see someone else took note of the good news from Moody's. I made quite a few observations at the Wed. TB meeting. first was the delight on the faces of the little kids who were gathered, when Santa roared up on his motorcycle to light the Christmas Tree at Town Hall. They all understood his explanation that it was important for him to rest his reindeer until the big trip. Then they followed him inside for cookies and punch, and some serious discussion about what they were hoping for.

    This was followed a little later by the parade of grumpy faced grinches, as the deformers who hope for their vision of a better Town marched into TOwn Hall in their little group. I note that this was after the townsfolk gathered together for joy and celebration with the children. That tight knit tribe that constantly harps on what's wrong here, and what penance they want to dish out, again took no part in any of the many good things residents of our community enjoy.

    Sean Mulvey, Ann Taylor and her family, John and Marie Stephenson, none of them joined in the Holiday event, any more than they ever showed their face at the Wojeski toy donation, or the benefits for the Signer or Witko families, or the fund raiser for Patriot Hills. No they took their interest in being part of an improving community right into their customary corner of the Board room and clustered there rehearsing their chorus of criticism... stale as it is...while choosing to ignore or demean the positive changes achieved or in progress. The evening started with a regurgitation of questions about the audit, where every comment explaining the work that is being done, or the corrective steps already taken was met with muttered dissatisfaction that it wasn't enough.

    Finally the critics left after they had run out of hot air, and the meeting took place. An improved approach to citizen participation in Fiscal Review was announced. Another appointment to the Ethics Board was made. An agreement was formalized to join cooperatively with neighboring communities in petitioning FEMA for Federal Funds in the case of any local disaster, which will give us an organized approach in planning relief, and added clout in numbers for our appeals.

    Finally, the Supervisor announced what the early exit crew probably doesn't want to hear, and what hasn't been included in reports on other blogs. There were very fruitful discussions held with Moody's where they recognize the significant steps that have been taken in reducing the deficit, and improving operations and accounting. The promising result is that in the coming months they will be elevating their rating of our Town, and the junk bond blemish will be removed.

    Things ahead are looking up for our town, even though some just can't seem to get their eyes off the rear view mirror.

  29. I have a suggestion. Why doesn't everyone hang up their nasty comments beginning Monday, December 13th in observance of the Christmas Holiday. We all know about the Cristo's, the Taylor's (both families), the Mulveys, the Johnsons; the McCabe's and the list goes on and on. Does anyone belive in the religious aspect of the Holiday? Think about past Christmas's; those very important people that you've lost. I'm sure this blog will mean nothing to any of you and you will for the next two weeks go on and on and hurt one another; BOTH blogs go on and on about stipends and who dislikes who and who's cheated whom; I'm just rambling on for nothing. Does anyone agree with me - to give BOTH blogs a break in honor of this joyous and religious holiday or am I living in my little "dream" world. No, Pete I won't sign my name - for reasons I will not mention - but if anyone thinks I'm right; I'd love to hear a response or two. Happy Holidays.

    I hate to think what a kid would think reading all of this BS (on both blogs). Maybe we should take a cue from the high school students who read the questions at the so-called "debate" this past October.

  31. I completely agreee with Anon 6:05 and 10:07. I want to wish everyone a safe and Happy Holiday. Everyone should take time to think about all of the things we should be grateful for. Acceptance of our varied views is not a bad thing. Enjoy your family traditions. If we can get along for these couple of weeks, maybe we can keeping going even longer and work together for the common good of our community.

  35. Hey all; we have an East Greenbush young lady who is currently in Korea serving the U S ARMY. She has contracted some infection that has made her extremely ill and she is unable to fly to get home to better medical Care. Her mom flew out this morning to be with her. The price of a flight is somewhere around $3000.00. Not totally sure if that's round trip -( I hope it is ) . This young ladies name is Kristen Bly and she is a graduate of Columbia High School. I will post more information as I learn it from her family and friends. For now, could we ALL keep her in our thoughts and prayers. She needs all the help she can get right now.

  39. Mike Condo: When you get more information about the hometown girl in Korea, please also let us know how we can get some tangible support to the family along with our prayers.

    One of the proven blessings about our town, is that the Holiday giving spirit is not limited to a couple of weeks in December. I'm confident that there will be an outpouring of neighborly help for that family facing the expense of that trip to the other side of the plane, and all the added stress and disruption in their life pattern. The same as in the several community events I mentioned, and many other charity programs that our residents support.

    The food drive, Toy collections, Socks and warm clothing programs that are going on now all typify the good things about the people and community we live in. That's a blessing we can all be thankful for, day in, day out.

    In the spirit of the season...how about sharing our favorite seasonal or inspirational songs and movies. For me, the song is...Let There Be Peace on Earth....the words are just beautiful and always make me emotional. As far as holiday movies...Back in the day...when the kids were little...Emmett Otter's Jugband Christmas..it was always so much fun snuggling on the couch with hot chocolate and watching it year after year. I actually bought myself a copy of it. Now....ELF....I watch that with my grands....no matter how many time I've seen it...it still cracks me up!

  42. Would those of us who are rejoycing in the Moody's update please be so kind as to articulate precisely what has changed so the rest of us can understand why Moody's has altered their opinion of our town's finances?

    Other than our tax increase I have not read any news or reports about the town board taking substantive action on anything.

  43. Well - for starters - employee elimination-( thru attrition) , entire budget re-structuring - shared service agreements that have saved this town tens of thousands - there was some change in vendors that has saved $.
    I believe it was the overall effort by ALL town employees- in spite of the constant criticism from the others , that really made the difference. You can't pay down the debt without the $ to do it.
    A 2.7% tax increase is nominal and would greatly reduce the debt load. Not raising taxes is not a prudent move and even though on paper it looks good - it would paralyze the Town for another 11 months - AGAIN! Zero % tax increase is nothing but words on paper - the reality of it is that it is usually a mistake.
