One Picture ...



The Organization Meeting Agenda speaks volumes about the incoming Majority.  It has certainly outdone itself ... eliminating positions that provide real service to the town, residents and businesses only to fill their own larders.  

Eliminated Positions

  • Code Enforcement Officer Kevin Hitchcock;
  • Town Planner Meghan Webster;
  • Town Engineer Rich Benko;
  • Staff Accountant Kate Bennett;
  • Secretary to the Town Attorney Joan Malone; and
  • two DPW Players to be Named Later (2 Laborers).

Yes, I said "two DPW Players to be Named Later".  You see, it's all a big game for DeFruscio, Langley and Company (though we don't know if Ms. DiMartino or Ms. Matters had any hand in any of this ... their campaign call for lower spending limits without prior approval of the Supervisor are unheeded in the Agenda).

Supervisor Langley didn't even have the decency or common courtesy to tell these and other terminated employees face-to-face.  Rather, notification was done by posting the Organizational  Meeting Agenda on the Town's web site! 

Megan Hart gets tasked with notifying the "two DPW Players to be Named Later" that their services are no longer needed.  Why doesn't Supervisor Langley or incoming DPW Commissioner Corellis or Deputy DPW Commissioner Fiacco do this?

Questions

  • Why does the Town need Dan Fiacco, or anyone, as a new Deputy Commissioner of Public Works at $47,500 to help run a downsized DPW?  Dave VanWormer ran the larger DPW without a Deputy and ran it quite well by all accounts, at a salary of $72,720.  Now we're paying $116,000 to replace him?  Keeping Dave VanWormer would save the Taxpayers $43,280 per year plus benefits
  • Will the new Assistant Town Attorney for the Planning Board, Phil Danaher, at an $11,000 increase, take over the duties of the Town Planner and Town Engineer?  Or will the functions be outsourced at $80 – $100+ per hour?  Reps are big on outsourcing, aka, privatizing, aka, building the donor base. 
  • Phil Danaher is also Assistant Town Attorney for the Zoning Board of Appeals at $10,000.  Can he really serve as Assistant Town Attorney for BOTH Boards ... potentially giving differing counsel on the same projects depending on the Board?  So the Taxpayers are now paying Phil Danaher a combined salary of $28,000!
  • Can Chris DeFruscio even serve as Court Attendant?  Someone on The East Greenbush Gadfly points out that Section 50.5(e) of the Rules of the Chief Judge states “No employee of the Unified Court System may hold an elective office in a political party, or a club or organization related to a political party, except that an employee maybe a delegate to a judicial nominating convention or a member of a county committee other than the executive committee of a county committee.”
  • Will Deputy Supervisor Ed Gilbert become even more politically vocal at Town Board Meeting Open PUBLIC Privilege sessions now that he's being paid $3,000?  He was no bargain at no salary, but $3,000?  One wonders whether he speaks for the Supervisor or in furtherance of his own political aspirations.

New Appointments at Higher Salaries
  • Comptroller (George Phillips ) at +$9,610
  • Attorney to the Town (David Gruenberg, Esq.) at +$3,680
  • Liaison for Senior Activities (Janet Witbeck - also Town Historian at $5,000) at +$3,000
  • Deputy Town Attorney - NYS V&TL (Craig Crist, Esq.) at +$1,275

Appointments at Lower Salaries (Huh?)
  • We get a new Commissioner of Public Works (Anthony Corellis, husband of Denise Corellis, Secretary to the Supervisor) at a decrease of $4,220 (yes, a decrease - perhaps recognizing that he either needs On-the-Job-Training or that he can't do the job without a $47,500 a year Deputy).  Commissioner Corellis will be supervising his niece - Secretary to DPW Commissioner Melissa Nusbaum, which could be a violation of Section 15.(c) of the Ethics Code which states that “No town officer or employee may directly supervise a relative in the performance of the relative’s official powers or duties.”  Technically, “Niece” is not defined as a “Relative” in the Code.  Is Fiacco there as a “buffer” between the Commissioner and his brother?  Expensive “buffer”!

Speaking of the Ethics Code, when will appointments be made to the Board of Ethics?
 
  • Senior Court Clerk and Court Clerks (one new appointment as Senior) have $21,835 in Salary Decreases, including an $11,935 pay cut and demotion for Eileen Donahue;
  • Incoming Purchasing Agent Mary Beth Cherubino (why does that name sound familiar?) starts at $660 less than her predecessor; and
  • Assessor's Office Data Collector Peter Arnos starts at $403 less than his predecessor.

Hat Trick Appointments

Diane Earing scores a hat trick being appointed as:
  • Assessor’s Clerk at $15/hr;
  • Assess. Review Bd. Secretary at $15/hr; and
  •  Planning Board Clerk at $75/Session - Alison Lovely is Secretary to Planning & Zoning at an annual salary plus $75 per Session.  Why a Planning Board Clerk at the same $75 per Session.  Will they both cover the Planning Board Meetings?

Honorable Hat Trick Mentions

Phil Danaher and Janet Witbeck get "Honorable Hat Trick Mentions" scoring two jobs each.  Maybe next year folks! 

The extended Corellis family now has four family members on payroll, the extended Cherubio family has three.

  3. Excellent job gents, in summarizing the Org. Mtg agenda. You may know that I have called for a policy summary from the new majority and have offered space to print it.

    You need to be sure that reform is alive and well and will criticize the new administration. Frankly I agree with much of what you have said. And I congratulate Mr. Malone on teaching the majority what a minority is supposed to do. I tried to communicate this to Mr. Langley and Mr. Matters two years ago, but they didn't understand.

    I think there's a lot of irony here. Your people sat on the nepotism/patronage language in the Ethics Code. Would have been handy tonight, right? Same with financial disclosure.

    Not a good show tonight. They don't know how to prepare.

      I wasn't surprised about Mary Ann Matters' vote in favor of Chris Defruscio's Court Attendant position at tonight's Organizational Meeting. She seems to be following in the tradition of her husband, Rick Matters, who provided the deciding vote in favor of Chris Defruscio as DPW Commissioner at an Organizational Meeting a few years ago. Seems like the more things change, the more they stay the same.

  7. Now now let's not get too uppity and righteous right at the get-go. I agree with you that this new bunch is bad -- yeah just as bad as the old majority. I wouldn't say worse, but that could come down the line. In fact, I even heard Don Johnson's wife arguing with MaryAnn Matters about DeFushio's appointment -- saying it was prohibited under some rule and that he shouldn't have been appointed in the first place. Matters said DeFushio was doing them a favor by taking the job because he was working all day and then he would be standing on his feet 2 hours at a time. And she even said it was a good thing because he was licensed to carry a gun.
    Then I heard some women shouting at each other -- one accusing the other of getting some judge fired because of what she did. Does anybody know what she was talking about??
    Yes it got pretty crazy in there. I do think it ws a little hypicritical of Malone for complaing about nepotism seeing as how his own mother workd for the town while he was in office. Not to mention a whole lot of other people.

    1. Defruscio will be prohibited from carrying a gun in court . He is NOT a bailiff, he is only a court attendent and they may not carry a sidearm. OCA rules very clearly on this matter.
      And then there's the obvious question - what about his criminal record ?

    4. Court bailiffs are law enforcement officers who are situated in courtrooms to maintain order and provide security. Along with guarding juries and enforcing rules of the courts, bailiffs open court by announcing the judges' arrival and close court by announcing the judges' departure. They may call witnesses to the stand and present the oath before witnesses take the stand. Court bailiffs might also provide administrative support to judges and jurors, stock courtroom supplies, deliver court documents.

      Chrissy Def is NOT a law Enforcement Officer and therefore cannot legally be a NYS Bailiff! He's officially on the Town teet sucking tax dollars to do nothing.

  14. The day after the organizational meeting and most all of the Towns people "in the know" detest Langley and Defruscio.
    Had an interesting conversation with a person who sat in recent meetings with Langley and Defruscio. Its Defruscio clearly making all the calls. Its easy for us to blame Langley and he is to blame for allowing Defruscio to act this way and further to allow him to get away with it! My fellow residents of East Greenbush , its very clearly Chris Defruscio that is making all these calls and decisions. maryann and Deb have little or no say in any decisions coming out of Town Hall. You want to blame someone - its very clearly Ercole thats causing all this b-s and he alone is responsible for all the turmoil of the recent few weeks.

  23. You know, I WAS done with all this, moving on with my life, but I have to respond. I told you they would start disparaging me, but I didn't realize they would resurrect Demands to do it. Let me tell you about a meeting I had on Thursday, hours before the organizational meeting. At about 1030am, Rich Benko and I were asked to go to the Supervisors office, which we did. First off, Ercole was there and let he let it be known that he was running this whole thing. By the whole thong, I mean the town and its hiring and firing. It was surreal! The man is absolutely coo coo for Cocoa Puffs. He and the empty suit behind the desk then went on to tell me and Rich that they were trying to save our jobs. I told them straight up, no matter what they did with me, do not lay off the 4 guys, it would be bad for the Town, we need the men....which is very true and bad for 4 families.They are down 7 guys since 2010. Also, just an FYI, it is total nonsense that the guys were hiding and sleeping. If this were true, don"t you think there would have been a picture or something? Or at least reported to someone?
    Anyway, they said they had to lay off the 4 guys so they could hire Dan Fiacco. They were going to ruin 4 guys lives and put the taxpayers at risk, to hire Dan, who is a friend of mine. I have nothing bad to say about Dan Fiacco. They were getting serious pressure from the county....yet Ercole was running the whole thing. Rich and I were then pressured to join the Republican party committee, which we both told them NO. After much wrangling about that, plus alot more, the supervisor blurted out that he was not laying off the 4 guys. Also, they were going to pull the resolution to appoint Corellis and Fiacco. Rich and I were going to stay on as holdovers, indefinitely. Apparently, he had an epiphany and realized what the right thing to do was. After the 2hr long meeting, everybody left shaking hands and pretty happy. The supe even laughed at how it was going to be awkward with Mrs. Corellis as his secretary. I even called my wife and told her the great news. The next call was to my kids, who were home on a snow day, since dad losing his job was pretty upsetting. Everything was great, till Mr. all about the family Langley called me at about 3:00 and told me they were moving forward with the Corellis and Fiacco appointments, but were only going to lay off 2 guys. I said "you're kidding", and was told the board wanted to do it and he tried to save me. I thanked him for at least calling me this time and proceeded to go home and inform the 3 ladies at home.
    So to sum it all up, these are cruel, cruel people we are dealing with. From finding out via the town website that I was being let go, to that dog and pony show on Thursday, they are incompetent. Keith Langley is not half the man he was when he entered office. I believe he started out his term wanting to do right, but buckled to the pressure of DeFruscio. I believe he was going to do the right thing on Thursday, but again buckled to DeFruscio pressure. This was the guys who wasn't going to govern like a politician, he was just gonna do what was right. What happened to that guy Keith? I'd love to know how your family feels about what you've become....I know how mine feels. You blamed Matters and DiMartino, but you have the deciding vote. Sleep well. Oh yeah, Ercole.......get help, you need it.

  25. Strike 1 for the new DPW commish. Roads are still a mess and no one around the clear them or scrape them down. Froze overnight and what a mess. I would never wish anyone bad luck so I'll simply ask , why no one to clean up Anthony ? Two or three trucks could handle the entire town quickly. Why not clean/clear up ?

  35. When Supervisor Langley first started his four year term, he was a totally different person.
    Working for 2 Supervisors, losing one in death and one due to politics, I have seen my share of
    people that I know you can trust. I did trust Keith Langley. Being an Independent and helping
    Dems in their elections for 10 years my eyes and ears had an insight for those that were good
    people and I truly believed in my heart, Keith was a man of honor. He told me he felt so bad for
    Rick McCabe and if he had a job for him in his office, he'd have him in there the day after the
    election. He apologized to me for not being able to keep me. I am somewhat naive; but even
    though my fellow Democrats and friends didn't like what I was doing, I believed him.
    I made a very good friend in those 10 years, Laura Ingoldsby who many of you know for her
    kind hearted ways, never getting upset ,an all around good person to everyone she came in contact with. On the Friday before they were going to let her go, Keith said to me “I will do EVERYTHING in my power to support the Dems and keep her at a position.” Prior to that he said he would do everything to keep her at that same position as Finance Direction. So they brought in Sean Mulvey; he didn't work out.
    His secretary, Eileen Grant didn't work out! What does this say to me and to all of you
    about this man? He has no backbone. How many Supervisors in the past since you have lived
    in this Town have had so many employees they had to let go within a year?
    Well, Keith as many people know, Rick McCabe was and still is a good man. No matter what
    any of you think, he is a good man and was a good Supervisor. He did nothing wrong as far as the nepotism goes. Look at all of you. Its a Corellis world. I had the honor of working for two wonderful Supervisor's and no one fired me, Rick could of easily put a friend in that position. I not only worked hard with the Dems, but I welcomed the Republicans. I thought of it as you would a religion; I'm
    not going to slam the door on a Lutheran or Protestant just because I'm a Catholic.
    You've slammed the door on many people by your “gutless” demeanor. All I'm saying is Keith
    if you think you have a chance at winning again, BE YOUR OWN PERSON. Stop and
    Listen to the residents; not to your cronies that you think are going to stand beside you because
    as I see it; these people that you think stood beside you will now be Your Acquaintances once
    you lose. They will have used you for the friends you knew for money, for jobs and for
    whatever else they could get. They'll tell you they voted for you, sure they did!!
    I feel sorry for you and I feel sorry for myself. We had some really good talks and I am naive,
    I thought you were sincere with those conversations we shared. But I found out you are no
    better than the malicious politicians that walk the streets on a daily basis, with a smile on their
    face and a knife in their pocket.
    I hope you have a good New Year and you do the right thing. Nepotism is one thing, but when
    you know one of your “friends” is blatantly doing wrong to someone STOP them. Take control
    of your political role. Your human, aren't you? Do the right thing.

  36. Amazing...they did it again. The 2 guys who were laid off, showed up to work today because they were not notified by anyone that they were done. Thats right, Ms, Hart didn't even have the nerve to do it, like the resolution instructed, nor did the new commissioner. He had one of his foremen do it.
    Hows that for compassion? Leave these guys hanging for the weekend, then boot them Monday morning. unbelievable.

    Perhaps Gadfly misquoted you. The only mention in the BOE Ethics Law Draft concerning resumes requires soliciting them prior to the appointment of a relative of a member of the town board. Gadfly missed this nuance.

    Sound HR practice dictates resumes for all appointments, whether related to a Board Member or not.

    ALL Boards Members should have access to the resumes of the appointees.

    We wish Mr. Phillips the best of luck in his new position as Comptroller. His success is the Town’s success. However, he falls short on one critical qualification contained in nys public officers law, namely the residency requirement.

    3. The comptroller is is an employee of the Town of East Greenbush and is covered under the Town Handbook which very clearly states that Town Employees MUST have their principal place of residence within the Town of East Greenbush.

  38. Great post Carmella. Folks did all they could to slam Rick McCabe, but he was there for all day every day and then some!

    I hear he told the Rep appointees the day after Election Day that they not be reappointed, he'd give the recommendations and make calls for them if they wanted.

    Rick McCabe was a man with a backbone!

We'd see how you were with the Seniors and it was awesome watching you. You got things done. You made everyone welcome that walked through the Supervisor's door and were a Team Player throughout the Town Hall. Too bad there weren't more of you there! Your laugh was contagious!

  41. Peoplep want to know who the Cherubino person is . She is the wife of former Town Board candidate Randy Cherubino - cousin of Chris Defruscio. The following link is the reason Randy had to drop out of the race.
    Point of fact - the "senior investigator" mentioned in the report is in fact Randy Cherubino and no - your not reading it wrong. He stole at least $160,000.00 from NY Taxpayers !

    1. And she's the new purchasing agent for the Town? Word on the street is that, according to the IG Report, approximately $25,000 of the missing money was alleged to have been deposited into a joint bank account of her and her husband, the Senior Investigator.
      Was the Langley Smart Way Forward Majority aware of this allegation by the State Inspector General? and if so, did they bother to ask the new Purchasing Agent about it prior to her appointment?
      Seems as if it might be worthwhile to find out what the State IG thinks about this Smart Way Forward appointment.
