One more thing ...

Why, for the first time in recent memory (2008-2013 per Minutes on the Town’s web site), has the Supervisor designated himself as Department Liaison?  There it is on the Organizational Meeting agenda in black and white:
 
Supervisor Langley              Police Department, Comptroller, DPW, Planning, Zoning, Building  Department and Solid Waste
 
Isn’t the Supervisor responsible for ALL Departments? 
 
Town Law §52 states “The supervisor shall be the chief executive officer of a suburban town and head of the administrative branch of town government. He shall be responsible for the proper administration of town affairs, law enforcement and the maintenance of peace and order in the town.”
 
We admittedly don’t know the history or origins of the Department Liaison designation of Councilpersons.  But why the duplication?  Why the sea change? 
 
·         Does Supervisor Langley not trust the Board Members with the Departments he’s retained for himself, namely Police Department, Comptroller, DPW, Planning, Zoning, Building Department and Solid Waste? 
·         Does Supervisor Langley not trust the Department Heads?
·         Is Supervisor Langley afraid of something or trying to hide something?

    I would almost agree with you Don if I thought the man had one clue what he was doing. He has proven that he is utterly clueless and quite unprepared to handle the day to day tasks of a real Town Supervisor.
    He has no idea what executive law is or Town Laws nor does he even care. Your suggestion of the "laissez faire" comes with what direct knowledge?
    What experience are you speaking from ? Please expound on your declaration with facts and examples.

    Read UHY and the last couple of OSC reports on the Town and the two OSC reports on the Ambulance District. Plenty of examples on "not paying attention" and avoidance of responsibility. I think you know very well that this is the case. Had responsibility and accountability been observed, the $2.5 million inter-fund debt wouldn't have just snuck up on everybody.

  7. Remember they had to get Tuffy to "liaison" to the PD because McCabe couldn't handle it. The Supervisor has always had liaison responsibilities, and there is no policy statement that says he shouldn't. Wouldn't you want the only paid full-time Board member keeping an "official" eye on things? Mr. Langley is putting himself in a spot if he can't deliver on the responsibility. I'd think that if you were rooting against him, you'd love to have him in that spot, betting that he can't deliver. On the other hand, if he delivers, you look stupid. I know that a couple of you guys here on Talks have a burr up where the sun don't shine, so the objectivity is a little wanting.....

  10. When I saw the agenda for the organizational meeting this was one of the things that jumped out at me. I'm not sure I understand the change and would like to hear the rationale from the supervisor or one of his people. The departments in question constitute a huge proportion of the town budget and the supervisor has primary day-to-day administrative responsibility for them anyway. I'm not sure what being 'liaison' adds to that task other than centralizing authority in his office and reducing the workload (and influence) of members of the town board. I've always wondered whether the liaison system would work better with two board members assigned to each department, preferably one from each party so there is coverage without partisanship. Unfortunately that would increase the workload of board members who are probably already asked to do too much for what they are paid. I'm not being critical of the move, I just don'tunderstand it and hope that someone explains it at the next town board meeting.

  13. The concern is that Langley will allow Defruscio to become the defacto liaison to these important departments. Chris will stick his nose into the department heads business by saying that "The Supe asked me to get some information." This is just a backdoor way to allow Defruscio to "run" these departments. Langley had better be very careful here as he runs the risk of being charged with improper practices by allowing Defruscio to run roughshod over these departments.

  18. I know this is a little off topic but I have seen posts on both blogs about the Reps failing to report on their books as required by law. I went to the site and saw some very troubling things like the Reps missed another reporting deadline and their last report has a negative balance yet we all know they have been spending money. Also shocking is that they gave $1,000. to Smart Way forward! shouldn't SWF return that money if the books are suspicious? Shouldn't we know where the money came from? Are the Dems looking into this stuff?

    They intend to fill ALL the positions they can with patronage and will further denigrate the official offices of Town Hall to the point that nothing will be left to salvage in two years.
    That , ladies and gentleman, is the Chris Defruscio plan for a better East Greenbush ! He has no other plan except to line the pockets of his family and friends with our tax dollars !
    Chris is pissed that all the information regarding his cousin came to light, and he's mostly mad that we all found out he authored the "Martha" letter !
    And yet, despite all that , the voters chose to give him the power to destroy our workforce and tax base , all to the benefit of the Defruscio, Corellis, Cherubino, Kennedy and Danaher families !
    How wonderful for all the people who were openly duped into this Smart Way Forward cacophony that was designed to do nothing more than get Chris the power he so clearly desires.

  23. News Flash!! The Chris DeFruscio controlled East Greenbush Republican Committee has reported on the New York State Board of Elections website that it has a negative balance of $-7,985.29 despite a contribution of $1,277.50 from newly appointed DPW Commissioner Anthony Correllis (sic).
    We'd all better keep a very close eye on our Town's Finances with this group now in the majority.
    The Town Democrats better have the Board of Elections on speed dial to try to get to the bottom of this. Calling Brendan Lyons of the Times Union??

  27. Today is the 15th - and this would make at least three instances that we are aware of where the new and supposedly better , DPW commish has blown off his responsibilities. The secretary has no idea what this mans thinking is nor should she unless he directly tells her or gives her specific directions. The man needs to step up and do his job.
    It has been noted previously that he's only here to get on the Towns health insurance because he is leaving in the next few days/weeks to have surgery and will be out of work for the foreseeable future. Just great !
    Just what this Town needs, another political hack sucking off the Town teet !

      If any of them were slightly aware of the fact that it wasn't the dusting of snow , but rather the black ice, and the multiple auto accidents , including the one on Discovery Drive where the occupants had to be cut out of the car due to the ice on the roadway.
      Its a fact that Corellis was called early enough to have taken appropriate action. This is the third time he has refused to do his job.
      A little salt would have meant the difference for all the accidents on TOWN Roads that morning.

    1. The question was about the nature of the stencil was posed because it is wrong to deface public property even if that property has been assigned to you while you serve the Town. If the stencil doesn't serve the people, it shouldn't be there. Do stencils come off?

  52. Well, it's snowing again and I have taken personal responsibility. Here's what I've done. I have very good tread on good tires on my late model sedan. My breaks are good and well maintained and my driving skills are outstanding - no tickets or accidents in over 25 years.
    In my opinion, however, the most important personal responsibility is to keep an eye on our Town and make sure they provide the services I have already paid for. The Town has an obligation to salt, sand and plow as necessary without smart-alecky remarks about how black ice is the responsibility of the motorist.

  61. At what point do we all stand up and demand accountability from our elected officials? They made ALOT of promises back in October and November. Thus far - they've kept exactly none of them !
    They've slashed jobs so they can justify the hefty raises they gave to their patronage and nepotism appointments. The math is there , and they can't deny it.
    Defruscio is in direct violation of NYS -( Executive/Election) Law when he took a paying appointment in the court - but no one is doing anything about it. The new "senior" clerk has brought that office to a complete stand-still.
    The new DPW commish may actually be a nice guy but is clearly the wrong man for the job. He jumps when Langley/Defruscio say so and is now relegated to doing their dirty work and f-king with employees that Keith and Chris don't like! Nice job Anthony! Your now a very marked man !

  65. It appears as though the majority of bloggers sorta want some of the same actions from the Board. The only ones apparently resisting any of the suggestions are the DEMands crowd - led by Defruscio and his thugs.
    Gadflies are pushing for a 3rd party. Talks supporters are pushing for almost anything except the current majority. DEMands wants nothing more than continued patronage and nepotism/cronyism for their people and they are not hiding that fact.
    There has to be some sort of common ground in there somewhere - no ?

    1. What do you know about age discrimination complaints? Do you have the slightest knowledge or experience with complaints brought either to the NYSDHR, the EEOC or in federal district court. Seriously, do you have even the foggiest idea of what you are talking about?

      For your information 80% of the complaints filed every year with the NYSDHR are dismissed for "No Probable Cause".

      The odds are very great that this one will be as well. Political appointees, as anyone who has ever watched Joan Malone and Mike O'Brien go through their day of doing absolutely nothing know that political appointees serve at the pleasure of the hiring entity - in the case of the current legal action the appointing entity is Supervisor Langley.

    Effective January 2, 2014, snow removal will only occur during normal DPW working hours on Monday through Friday when snow accumulation exceeds 4 inches, consistent with the Town's Snow Emergency policy.

    Resident complaints should be directed to Chris DeFruscio who has a number of 4WD vehicles to unload before Spring.

    Sewer and water main repairs will also be limited to normal Monday through Friday working hours.

    Workers must leave job sites early enough to clock out at DPW's normal days' end.

He was/is NOT a good man ! He's a scam artist who tried exactly the same stunt in Saratoga Springs and Henderson Nevada. You are completely wrong ! East Greenbush got stuck with this loaf by Ken Bruno when he was District Attorney because he didn't know what to do with him either !

We live in the Manor; and are so sorry we moved to EG. Between the taxes and the removal of snow and such; we'd be better off to leave. I can see saving money; at what cost, though. Ya didn't see this crap happen when Angelini, McCabe or VanWormer were around. We're pissed. Save money is one thing; to NOT get plows out there UNTIL the storm has stopped. Come on, guys - and ladies - WAKE UP. Looks like this town has gone to SHIT!

He said tell Corellis to either more men out there; or something because these streets were always kept to perfection in the snow; so what happened. Stop being cheap and get the manpower back.   119. Since I'm retired, I had the pleasure of watching my kindergarten grandson Billy during the "snow day" today. He jumped up on my lap and said, "P-Paw, what's a snow plow? Tommy at school was saying he saw one once when he was at his uncle's house in Schodack, but nobody else knew what one was".

    I explained to Billy that snow plows are majestic beasts of near mythical proportions and that, centuries ago, vast herds of snow plows roamed the plains and the north country and many could be seen even in East Greenbush. I told him that when the white man came to America, many of them shot the snow plows for sport and it thinned out the herd, nearly driving them to extinction. They would sell the snow plow pelts and leave the meat to rot. I said it with shaky voice and fake sadness, and I think he bought it.

    You see, I thought it would be better to tell him this ridiculous tale then to tell him the truth, which is that while the town continues to collect our tax money, the DPW doesn't use it for essential safety-related services like clearing the treacherous snow and ice from our roads. I would not want my grandson to hear such a scary story as that.
