Game Changer – Yes! Mind Changer – Eh!

Aside:  I saw Councilpersons Mangold and Malone, as well as Deputy Supervisor Gilbert in attendance.  I did not see Supervisor Langley or Councilpersons DiMartino and Matters – my not seeing them does not mean they were not there - just that I didn’t see them. 

Also, it would have been so nice to have seen the presentation before the Town Board vote.

Last night’s Casino Presentation illustrated that an East Greenbush Casino would be a Game Changer.  Saratoga Gaming and Racing claims: 
  • 1,700 construction jobs;
  • 1,700 permanent jobs ($23,000 / year according to one member of the public – lots of unemployed and working poor would love that – not everyone is college material);
  • $6.0 million in mitigation fees;
  • $5.7 annual(?) revenue;
  • Local planning and zoning; and
  • Property and School Taxes - not PILOTS a la FedEx and Regeneron – it would’ve been nice to hear estimated tax payments.

The “Game” would also include the negative impacts that were evidenced in the public’s questions:
  • property values;
  • problem gambling;
  • crime; traffic;
  • police and fire safety.

All valid concerns.  All deftly addressed by the panel, but remember their job is to spin down the issues and concerns and spin up the advantages and benefits.

Interestingly, the speaker associated with Temple Farms seemed supportive of the project – he and his partner have a lot at stake.

I also found the gentleman from North Greenbush’s comments interesting – can you say Global Foundries?

Was the presentation a Mind Changer?

Probably not for the Times Union-estimated crowd of 500.

Those opposed are likely still opposed - nothing said would likely change their minds:
  • the morally opposed reject to concept regardless of location.
  • the 'locally' opposed may not object to the concept, just don't put a casino in East Greenbush  –  they're OK with Saratoga, Rensselaer, Albany, Troy – anywhere but here (NIMBY).

Those in support are probably similarly unswayed.

The wild card (sorry) are the undecided – did the presentation tip them one way or the other?  We'll likely never know.

I’m old enough to remember opposition to Off Track Betting (OTB), the Lottery and Quick Draw, aka ‘video crack’.  We as a society survived these.  The impact of a Casino is more localized, however.

I think that problem gamblers will travel to a local casino – build it and they will come – wherever it's built.

The questions:
  • Would pursuing a casino be tantamount to ‘selling’ the Town for the "promise" of jobs and revenues?
  • Do we have sufficient confidence in our Town Board and Planning Board to get enough concessions from Saratoga Gaming and Racing if the resolution stands and East Greenbush is chosen (Remember the Recreational Amenities Plan?  I can't find a link on the Town's web site);
  • Do we have sufficient confidence in Saratoga Gaming and Racing and its claims?

  2. Another calling out of our Town Supervisor by Paul Vandenburgh on talk 1300 this morning. "He doesn't return any calls, that doesn't look very good."
    What an embarrassment for all of us who live in East Greenbush.
    Why won't you speak up Mr. Langley? Are you hiding something or are you just not smart enough? Is it your "plan" to just sit there like a lump at the Wednesday Town Board meeting?

  3. Excellent job Pete ! Thank you for your diligence to this important mater. Many of us work the evening shift and thus are unable to attend these meetings.
    It should be interesting to see Ed Gilberts spin on your research. No doubt Defruscio, Matters and Langley are prepping Gilbert to say or write something profoundly ignorant .

  4. There needs to be an emergency election in this Town to nullify this pasts Novembers results. We were obviously and intentionally misled. The SWF team promised transparency and accountibility as well as a reduction in costs.
    They have sucessfully failed at all of their campaign rhetoric and quite arrogantly done the exact opposite. Langley is a putz. Defruscio is a thief. Gilbert suffers from "little man" syndrome and then there's the cling-ons hiding in the shadows : Tirino,Mulvey,Vecchio,Lenartz,Corellis,Cherubino.

  5. Good coverage and good questions, Pete. I do not think that the Town Board is deserving of our confidence. Even though I would love a casino in EG, I am against it unless they get a professional negotiator to handle the casino issue. These consultants always earn their keep in terms of the bottom line for the Town and they have experience in bringing people together. We are a town divided and the TB has fueled the fires of unrest.
    I will only support the casino if we have a professional in the process looking after the town's interest.

      Thanks again for yet another very informative post!! I strongly agree with 10:51 AM's point about the professional negotiator. It's my understanding that the City of Albany has contracted with a Boston based firm which specializes in negotiating with casino operators. It might well be worth the extra expense (which could also be reimbursed by the casino operator) to ensure that East Greenbush gets the best deal possible. The detailed results of any negotiation could be outlined at a public hearing prior to any final approval by the Town Board.
      For what it's worth... I attended the Town Board meeting where the generic casino resolution was passed and at that time I also believed the Town Board was voting on a Resolution to allow for a presentation, not for granting final approval.

    2. The problem Tom is that there is a profound disagreement on this matter, and it is just not local. I do believe that the Gaming Commission has stated publicly that the 5-0 resolution is "fine with them" as the statement of support from local government in the siting process. That's exactly what I was told last night by a lobbyist for the casino people. The same guy you and I both know. So in the eyes of both the Gaming Commission and the casino people, it's a done deal. Unless the Board takes specific action to clarify the matter. They need to rescind the April 16th resolution and schedule a referendum after a suitable period to allow people to educate themselves.

      Dear Gadfly,
      I think we are somewhat in agreement. However, I would still (gently) suggest that the Town Board, in the interest of (1) an increased level of transparency and (2) with the hope of getting a better outcome from the casino operator, proceed with the hiring of an experienced outside negotiator and then report on the results of the negotiations at a public hearing prior to a site specific resolution vote by the Town Board.
      I am admittedly not a gaming expert, but I have to believe that the Gaming Commission would look more favorably on a site specific vote, including detailed and specific mitigation language, as opposed to the vague language contained within the April 16th generic resolution.
      Remember, the East Greenbush Casino application will be competing with other proposals before the Gaming Commission, which will almost certainly include site specific resolutions from each individual local government. In that scenario, a generic resolution might not be as persuasive.
      Who knows...??

    I realize this sounds a tad bit self serving but, Phil and Sue are not the enemies in this casino matter. The Republicans, from Jimino on down, are totally at fault.
    Of course that's a very tainted viewpoint , but with recent revelations, I believe I am correct.
    Langleys lack of comment on anything at all, Matters ridiculous articles in the Advertiser, Deb Dimartinos clear lack of interest in anything, Ed Gilberts insanely arrogant posts in the Advertiser, ALL lead directly to the Republican Party.
    There simply is no other plausible scenario. Defruscio has delivered as promised - he's driving the bus , straight to hell !

  8. If Whistling is right than Phil and Sue need to introduce a motion to rescind the resolution at tomorrow night's meeting. If they fail to do so, this is on them to the exact same degree as Langley, Matters and DiMartino. The Gaming Commission has ruled that generic resolutions like the ones passed by our town board and county legislature count as proof of community support. If that resolution is not rescinded and the Gaming Commission selects East Greenbush we are getting a casino. The hurdle of community support has already been cleared without a single word from any resident of this town because our town board either purposely or naively passed that resolution. Phil and Sue: It's now or never.

    If you attended last night's session or if you've been talking to people you know there is tremendous support both for and against this casino. I'm against it but I believe in democracy: we should hold a permissive referendum and if a majority want it than bring it on. If not, send it packing. RESCIND THE RESOLUTION AND LET US VOTE! Some people are saying since we voted for the town board they can do what they want but nobody voted for Saratoga Casino and Raceway and that resolution transferred effective control of this town over to them. Rescind now and let the people of East Greenbush decide their own fate!!!

      Dear Jack,
      There is no need to introduce a Resolution at this time. Thankfully, the Gaming Commission's Siting Board is now requiring any Resolution to be site specific. I would encourage the Town Board to continue its research and develop a very specific resolution, including any mitigations, concessions, revenue projections, etc. agreed to the developer and operator.

    Sue Mangold mentioned hiring a professional casino negotiator at the Pre-Board Meeting. The Town Attorney said the County had done, or was doing, so … mention was made of piggy-backing with the County.

    I don’t know whether or not the County’s negotiator would have the best interests of the town in mind, however.

  10. Breaking News: Gaming Commission says now that municipal resolutions have to be site specific. Both EG Town Board and Rensselaer County Legislature will have to vote again. There's nowhere to hide now. All five TB members have to stand up and be counted.

  11. Pete, you are a good man. I wish you had been a lot less political over the last few years but in general I respect you.

    There is virtually nothing, not one single example, to suggest citizens should have confidence in this, or frankly any other recent town board.

    FedEx was widely quoted as going to provide $32 million in positive economic impact. I challenge anyone to show us a single cent of that claimed positive economic impact.

    McCabe misled people about all kinds of things. Langley has not changed that one darn bit. The previous majority bad decisions; the current majority has not changed that one darn bit.

    Someday, maybe, there will be some leadership, some wisdom, some foresight, some deep analysis, some openness, some honesty, some engagement...but like the song said: "That day will have to wait for awhile".

    4:06 PM Thanks for the compliment and respect. I don't think "political" and "good man" are necessarily mutually exclusive. I call 'em as I see 'em and strive to have facts backing up what I write and say.

    Also, "positive economic impact" is difficult to specifically document - That being said, mitigation fees were paid to the Town. Ditto PILOT payments. Both can be foiled.

    FedEx did create jobs in EG, maybe not for residents, but people are working there. Hopefully they're spending some of their money here as well.

  20. So, last night the Town Board adopted a resolution 'scheduling' a Public Hearing on the Casino question - date and location to be announced. Unbelievable!

    Reminds me of the time they were going to vote on a resolution with no "RESOLVED"!

    The mere fact that he relies upon the juvenile delinquent Dufruscio speaks volumes of his insecurities.
    As a town, we're all screwed until Nov. 2015 when we put in people to take Dufruscio away and send Langley packing. Matters and Dimartino are worthless chess pieces in a game that Dufruscio plays. They need to be rendered useless in the next election- because they basically are useless!

  22. This latest "CASINO" debacle puts the spotlight on the incompetence of our Board Majority. MAM is just plain arrogant and combined with her insatiable need to write and illustrate for all to read exactly how ignorant she is...just another Hallmark of the SWF group.
    The biggest waste of a vote ever has got to be Dimartino. She's totally lost and has no opinion on anything except what she is told to say by Defruscion.
    Those two empty dresses , combined with the "puppet" Langley assures residents of East Greenbush that every major decision that needs to be made will surely be controversial and political.
    I am totally amazed at people who dismiss the impact that Defruscion has in the day to day decisions of our Town. Most people look at the Town Board but if you have half your brain and you keep your eyes open, you'll quickly see that Chris Defruscion is steering the Board majority and it is Chris Defruscion who is completely responsible for ALL of the b-s and bad decisions and insecurities of Keith Langley. Langley doesn't wipe his butt without Defruscion guiding him.
    Your all missing the true devil in the works .....its Chris Defruscion, best friend of Mike Cristo !

  23. One now has to question the judgement of our new Deputy DPW Commish, after he sent his 16 year old daughter up in front of the crowd to support the casino. Who would do that, I know I would want to keep my kids as far away as possible. On top of that, the statement that she knows many kids in her school that are in favor, speaks volumes doesn't it?

    1. I called Paul today to tell him that the casino opposition was well read. I think that today he's received about 150 pages of what the Board SHOULD HAVE READ before voting on that ill fated resolution.

      Drop by the seminar presentation next Thursday at 7:00PM at the Methodist Church on Gilligan Road. Les Bernal, the National Director of the Stop Predatory Gambling will be there.

      I think it's safe to say that there is NO scholarship which argues for the positive impacts of gambling. You can decide to have a vacuum cleaner in your pocket, but don't try to make an argument that that activity is a positive community contribution.

Still not one peep or return phone call to Mr. Vandenburgh from our Supervisor "the resolution is the resolution" Keith Langley. As the leader of the SWF Town Board majority, what you say goes in this Town, at least until January, 2016.
