I've sent my comments on the 2015 Tentative Budget to the Supervisor and Councilperson with a copy to Comptroller Phillips and Town Clerk Kennedy. 

Following is the text of that letter.

I respectfully offer the following questions/comments concerning the 2015 Preliminary Budget.  I also wish to incorporate by reference herein my previous correspondence concerning the 2015 Tentative Budget.
 
I consider the failure to fund 1990.4 – Contingency (Contingency) in the amount of $110,000 not prudent.  Nor is the use of Other - Reserves/Debt Reduction 962 - Provision for Other Uses (Reserves) to fund the Contingency account.  The purpose of a Contingency account is to accommodate unforeseen events and needs.  The Reserves account was created to pay down the inter-fund borrowing.  .
I quote from the NYS Office of the State Comptroller’s Citizens’ Guide to Local Budgets:
 
Deficits, Surpluses, and Fund Balances
 
Budgets are meant to balance revenues and expenditures, so that the local government is able to provide needed services with the resources available. However, the reality is that budgets will rarely work out precisely as planned, leading to operating deficits (when expenditures exceed revenues) or operating surpluses (when revenues exceed expenditures.) As long as these deficits or surpluses are minor or intermittent, they do not constitute a material problem for a local government and should not be cause for concern. It is when there is a persistent pattern of larger surpluses or deficits that there should be concern about the budgeting practices of the government.
 
 
  • “All Funds” 9010.8 - State Retirement is less than 2012 Actual, 2013 Actual, and 2014 Adopted.
  • “All Funds” 9089.8 - Health Ins Buyout-Longevity exceeds 2012 Actual, 2013 Actual and 2014 Adopted.
  • Comptroller Phillips mentioned at the 10/23/14 Special Town Board Meeting that the WWTP payments would be $60,000 in 2015, $180,000 in 2016 and $600,000 in 2017.  The 2015 Preliminary Budget estimates combined Sewer revenues of $2,513,895.  The WWTP payments represent nearly 24 percent of this amount, absent refinancing of existing Sewer debt.  Is it prudent to wait until the payments actually hit the expense side of the budget?
  • What is the fiscal impacts of the Dispatcher agreement?  How are the Police and CSEA negotiations progressing?  Any idea of their fiscal impacts yet?

      Applying the same "logic" you just articulated, the vote of the Board in favor of the developers is skewed too, because only voting residents put them there. For you folks there is always this "cloud" of the "real people" who are supposed to be the "silent majority."

Pete, you know better than anyone because you were the Comptroller for a time but the average resident wasn't going to understand a quarter of what came out of George Phillips mouth at the special meeting on 11/6 to go over the preliminary budget. George talked fast and crammed a lot of comptroller jargonomics (I made that word up) into each of his sentances. Needless to say, many residents who pay attention to this stuff have to be concerned because as Eileen said so aptly, "the budget isn't tied to audited numbers." So, essentially, we're just having to take their word for it that we're in good enough shape to not raise taxes. But we must also note that they waited until the end of the meeting, when people were tired and ready to go home, to mention the grave situation with the negative fund balance in the amount of $250K with the ambulance district and then the steep increase in usage fees that are necessary for water and sewer. As a former comptroller, were you surprised to hear that there is a negative cash flow for water? I'm just not sure that I trust everything I heard especially since Langley was in hyper-drive campaign mode. "I'm not going to use the word mismanagement," he said. But, Keith, we think you just did! Somehow, Langley thinks he can BS his way out of political annihilation next Nov. It was painful to listen to him and the deputy putz patting themselves on the back. It's too bad Malone and Mangold couldn't be there to help balance the scales. Matters never said a word but that could be worse for Langley than if she did. What's up her sleeve? As George says, "stay tuned." Yes, Langley left there feeling like he scored a touchdown but it's not over til it's over, Keith. You may think you successfully baffled us with bullsh*t but that very well may not be the case after the board members have a chance to process what they heard and connect the dots. Let the fingernail biting begin.

  6. Ok...this isn't even comical anymore, why is Malone absent the majority of town board meetings and when he's there he always has to take a potry break. His consistent absences are absurd.

  7. Rick Matters never did anything meaningful during the entire time he spent on the board. He's someone who should have just stayed home. That goes for his wacky wife also.

  8. I wonder what happened the meeting where the former auditors were going to tell us where they got stuck. My understanding was that after such a meeting the Board was going to understand the past, fix a staring point, and move into a more responsible future. I am not at all impressed with the Langley administration budget deadline excuse. This is Mr. Langley's third budget season, and the the effects of the budget disarray have been brought to his attention at every town board meeting this year. There is no excuse for springing these 11th month surprises on the residents and citing the budget schedule as the reason to allow him a pass.

    3. @ 2:51 PM - I'm not impressed with Chris Defruscio, Sean Mulvey and the other so called "leaders" of the East Greenbush Republicans.None of us will ever forget the Martha Andiago stunt with Toni Murphy. I don't blame the Grants (or anyone else for that matter) from wanting to stay as far away from Defruscio and his lame brained version of the Republican party as possible.
      NO LANGLEY in 2015.

    4. @anony 2:51, I find the "Gadfly Friends" (not sure who you are referring) posts to be rather enlightening. Much less name calling to boot. I have not attacked the "Democrat" party, I have had stuff to say about individuals on other parties. You've picked some stand up people, McCable and Murphy, to be upset about that they were called out for their actions. Should I assume you think Langley's a good supervisor as well?

  9. The Town is being sued or are in the process of being sued on multiple fronts. Langley will have cost us all thousands trying to defend his inaction on so many issues.

    Think about this, since day 1 of the SWF take over, have any of them- (SWF) done anything positive for the people of EG? Other than line their own pockets and favors for close friends , what have those three done positively for anyone of EG? What ? silence ........thought so

    2. Stipends are not illegal. Republicans rewarded themselves with them forf years prior to the Democrats taking over. What was frowned upon was the way they were distributed.

      And...exactly what do we call CHUMPLEE posing as a court attendent , doing basically NOTHING yet getting paid...??
      Or how do we explain Corellis ordering Town workers to take down a tree on his friends/Republicans PRIVATE property on TOWN TIME in broad daylight. Or Anthony doing private work for his own business on Town time, or Langley NEVER being on the office because he's out with CHUMPLEE riding all over the capital District.....at least McCabe was in the office !

      So, stealing what ??

  12. Oh Chumplee is not doing nothing - he is up to his old tricks - and the Judges do nothing about it. That is what happens when you give the Republican Chairperson a job. So he can threaten people. As long as the County Republicans keep him in office - the Republicans will never run anyone of substance for political office in East Greenbush.

    1. Yes Don, except for that its only been County Reps for some time now. They have controlled Rensselaer County for some time.
      Rich Crist specifically, with ALOT of help from Phil Danaher, has basically set the tone for the upheavel and nastiness tolerated due to Defruscio and his band of merry morons these past 11 months. You can blame the county dems for their basic inaction and inability to contain the damage being caused daily by Defruscio and Langley.

      Defruscio acts on the direct orders of Crist and thus, we all suffer !
