NEW EG ACCOUNTING SYSTEM??

I agree with most of Councilperson Mary Ann Matters’ 3/18/15 Town Board Meeting statement that “The Town of East Greenbush needs reliable accounting, reconciliation and reporting software, and we need it now!”  However, I believe the Town Board should proceed with care. 

I chaired CFAC when it issued its 9/11/13 recommendation that the “Town Board authorize the Town Comptroller and Purchasing Agent to investigate and acquire new accounting software…”  Thankfully, the Town Board did not act.

Yes, “thankfully”.  Selecting a new accounting system is not as simple as buying a truck or copier and, in hindsight, shouldn’t be entrusted to one or two people.  Proper planning and thorough research are essential for such an important purchase.
 
The Town Comptroller states he needs to "learn and discern" the transactions and "earn the privilege" of acquiring a new accounting software whenever the topic arises.  Once he does (he’s been in office for 15 months), the Board should establish a proper selection process.

Such a process should include a User Group’, consisting possibly of the Supervisor, one Board Member, Comptroller, Purchasing Agent, Finance Director, representatives from DPW, Police and one or two the smaller Departments.  The ‘User Group’ should ask and answer, at a minimum, such questions as:
  • What pro forma reports are required and/or desired?
  • How easily can ad hoc reports be generated for the Supervisor and Town Board?
  • Should it interact with the Town’s Payroll provider's system?
  • it include a Purchasing Module which accommodates the Town’s Purchasing Policy approval requirements?
  • Should Department Heads be able to view their Revenue and Expense data?
  • Will the Town's mainframe be able to support both new and old systems or can the old data be incorporated into a new system for historic purposes?
  • Is the system expandable?
Any process should also include identifying the software used in other Capital District municipalities, how content they are with same, and the systems’ strengths and weaknesses.  Follow-up would include site visits to observe the software in operation.

Yes, new accounting software is needed, but proceed with care!

  1. Thanks for your thought provoking comments, Pete. While I agree with much of what you say, I think it is important to remind residents that our current problems were created by people who mismanaged our government, Out of date inappropriate software and computers are just another by-product of the poor decisions made by elected officials from both parties over the years.
    Let's not blame a software package for the larger problem. We need new leadership in this town. We need responsible leaders who will attend to the business of all residents as good representatives of all residents.

  2. Another informative post Pete but it begs the question: why wasn't this process begun long ago. The last OSC audit found that we needed accounting software and we're headed into the fifth year since those findings were published. Of course, what's a fifth year of ignoring audit findings when you're in your sixth year of a Junk Bond municipal credit rating.

    I agree that major problems need careful study before they're solved but why do we continue to wait until a problem becomes an emergency and we're forced to pull the trigger without enough research? We could have been looking at our options for a wastewater treatment plant long before DEC lowered the boom with another consent order and a moratorium but we waited until the last minute. With time we might have found grants that could change the future financial landscape to a significant degree. We also could have seen the Town vs. County options costed out with the massive debt service payments factored into the Town cost in that equation. But time was of the essence because little gets done in this town through a proactive planned approach. Instead we wait until our backs are against the wall and we have to react to conditions imposed by external agencies. Let's see what OSC says about accounting software now that they're back.

    So while George Phillips continues to struggle with our finances we should already have been "learning and discerning" the answers to the questions you raise here. Not only is a committee a good idea, it needed to be formed last year. If they ever do get around to it I hope you're a member.

  3. We need...voters to stop falling for foolish banter such as "Smart Way Forward" . People were so eager to vote Rick McCabe out of office ~ and ~ anyone ever associated with him , that they fell for the Chris Defruscio scam of the century !
    Now, we all suffer.
    November 2015 is the very oppertunity we need to send scam artists such as Defruscio , packing - forever !

I too see good in Mr. Corellis and if this Town could for once run as a Government and not a Political Patronage machine, we might keep a DPW Commish long enough to let him prove his worth. Corellis was great in this Town until someone decided they wanted someone else in that position, now all of a sudden he's "worthless" according to "them"??? Please check your source when trying to rely on "anonymous" claims and rants. Could simply be a disgruntled employee who has an ax to grind. I still recall the days when DPW guys were all AWOL under DVM "supervision". Langley couldn't find one of them anywhere within the Town boundaries. Corellis is suffering from a political witch hunt right now - try to stand by him by his results."

      #1- Corellis was never "great" by any stretch of the imagination. He was a tyrant and irrational fool from the very beginning. He has no idea how to manage a workforce and it shows. The stories of his temper tantrums prior to his gift of DPW commissioner are legendary. His well documented fits of anger and screaming at the top of his lungs since he started at DPW are the source of more greivances than has ever been recorded !
      The man is simply a mistake and he needs to be dismissed. No big deal, he was really just a bad choice and needs to be let go before he costs the Town a fortune.

      And as for the AWOL statement - that is a complete fabrication...never happened....unless your confusing that with the Chris Defruscio disappearence to Connecticut with the Town Truck....

    Had they acted on the recommendation, as the recommendation states, they would have begun to investigate new accounting software. the actual purchase of new software would have occurred AFTER they investigated. had they acted upon that recommendation, much of the investigating would have been done and they would not be starting at ground ZERO today, when it becomes more of an urgency. Always behind the 8 ball...this Town is always behind the 8 ball. Colonie gets it right. Guilderland gets it right. Why can't this tiny Town get it right? So backwards----it's a wonder this Town is still in existence.

    There's no doubt what so ever that Danny Fiacco will be a breathe of fresh air when he replaces Corellis.

  7. Langley has had 4 secretaries (5 if you count Carm), 4 Comptrollers, 3 Deputy Supervisors, 3 Directors of Finance, 3 Purchasing Agents. It looks to me like either all of his appointments were mistakes or he is an incompetent administrator. Probably both. In any case, these failed appointments are a juicy campaign issue and firing Anthony now will just add fule to the fire.

  8. My basic premise is that buying new accounting software should be done right rather than right away.

    We can’t un-ring the bells of past actions or inactions, as mentioned by Eileen, Jack, and Anon 1:35 PM, but the Town Board can and should establish a process to ensure the Town gets the right accounting software.

    Years ago, WNYT’s Ed Dague spoke at an American Society for Public Administrators luncheon and reminded us that “to govern” also means “to regulate the speed of” … a profound observation!

    Government is characteristically slow and reactive rather than swift and proactive.

    I’ve no real problem with taking some time to get the right outcome.

    The current comptrollers backround has been suspect from the beginning.

    Surely you folks have googled him and his previous employment. Try this; just query the Town of Glenville and mention his name. Read carefully the results !

I am by no means sticking up for George Phillips, but this recent attack on him is distracting everyone from the overall problem - his boss, his CFO whom is partly responsible for the mess George is trying to unravel. You do realize that the Town of Glenville went on record and stated the Georges termination had nothing to do with any wrongdoing right? Yes, he sued the town for unpaid sick pay, etc. Maybe the town did screw him, maybe they didn't, but what was stated that he committed no wrongdoing while serving as comptroller. Sometimes, well always, you have to read the ENTIRE story and not just the headlines. I love how everyone is now blaming George for our town's mess.

I agree with you Anony....Every Board and Supervisor who has ignored the findings and recommendations presented in Audits by the OSC over the recent years own the responsibility for the Town's financial condition. The vast majority of the audit recommendations haven't been addressed, just ignored. It's a total lack of accountability to their fiduciary responsibility. They get away with it because we "let" them by re-electing one machine or another. I think it's over. Just can't go on.

      Langleys tenure as Supervisor is replete with bad decisions and George Phillips is just one example of Langleys inability to effectively screen potential employees.

    4. I do apologize for my bluntness, and I do not necessarily disagree with you regarding George's performance. I'm not completely sure though how much is in his control, but I have noticed on both blogs before your post a lot of attacks against George. I don't think we have enough (inside) information to assess him, mostly because we don't ever get answers from our CFO. My point was he isn't the person right now any of us should be focusing on, getting rid of the incompetence at the higher level will help solve all of the useless appointee's in the future - that's how we create change and deal with everyone else.

  12. 10:22 again. The resolution regarding cell phone use is a b~s disguise to go after two DPW employees- PERIOD. It was a thin, veiled mickey mouse move to give Anthony reason to make someones life a nightmare - once again.

    Gadflies will never get it because they are always on the outside looking in.

    Don and Co.; Langley actually got this one correct. he was very correct in voting "no" on that resolution. It has nothing to do with employee abuse. There is currently no abuse. Those phones are given to supervising employees only. They are loaded with phone numbers for emergency purposes and so that the men may find a " boss ' in a moment during emergencies. To read deeper into this is to just simply and un necessarily add anxiety to a very simple issue. The phone turned in at the meeting was NOT a smart phone.

    People wake up. What we're all witnessing is the Chris Defruscio SWF falling apart and some very mickey mouse gamesmanship to try and screw with people that Gilbert and Defruscio don't like. Its that simple folks.

  13. Either way, our CFO voted no to a resolution that would ensure no one is abusing their cell phones and wasting minutes/data. A no vote by our very own Supervisor was irresponsible, regardless of the behind the scenes/insider garbage we are all tired of hearing.

  15. 914 and 954; your way too over this one. Its so simple, I agree it looks political. However its very simple. In a nutshell , there is already a policy in existence regarding the awarding and useage of cell phones. There was one instance where a employee went over- marginally- and instead of simply asking for the $20.00 to cover the overage, we need to make a worthless, redundent, resolution because Anthony has no idea how to effectively manage his position.
    The Supervisor knew all this and so did the others. MAM,Deb will vote against Langley - and for good reason. I have no issue with their differences at all. However, this resolution was and still is a thinly disguised prop for the few remaining Defruscio faithful to use aginst Chris' sworn enemies.....its that simple. Don't read into it any further, your wasting your valueable time and energy.
    A no vote was not irresponsible, it was the correct vote to eliminate redundancy. What should occur next is Anthony should be given a direct order to deal with the issue pointedly, like he's getting paid to do !
    This was brought up at the pre-board. It should have been common sense for the other board members to question the basis themselves rather than to blindly agree with it. It was a mistake, and they know it.
    The workers are under enough duress without this political bullsh*t.

    1. I need to respectfully disagree with your statement....yes there was a policy that was in effect since 2013, so that part is correct. The resolution differs from the policy .... minutes were being increased to the plan from 2013 so the resolution was needed. Therefore it's not an irresponsible, worthless mistake or some ploy to avenge Defruscio enemies.... that's ridiculous!!! And as for the overtures only being 1 individual adding up to $20.00 is incorrect, that would make the amount $240.00 per yr & whats actually pd per yr is around 1,200... these overtures are being abused by more then 1 employee....this was a good resolution passed... as the taxpayers wont be responsible in paying this tab anymore. NO LANGLEY 2016!

    3. Since I am not an insider, I cannot comment on the crap the workers have to endure. I don't doubt you guys are dealt with horrible management. I don't doubt necessarily what you say is true with regards to the motive of this resolution. However, the rest of us who live in the real world and not the mismanaged Town of EG (not your fault, but higher ups fault) all have to abide by strict cell phone policies when using work phones. It is absolutely ridiculous anyone is complaining that they have to sign a new cell phone policy. IT IS THE NORM! If you are not abusing your cell phone privileges than you have nothing to worry about.

  16. Cell phones are given to department heads. The people who respond 24 hrs. A day to all problems and emergencies that a tax payer may be having be it highway, water and sewer. The phone is called by commissioner, deputy,fire,police,taxpayers. It is used by dept heads to order supplies, contact men in emergencies and all aspects of the job they have at hand. The town does have radios in town vehicles, but when men are on job a cell phone is used by dept heads. There is nothing illegal being done here people, how many phones are these people required to carry on a daily basis. If an employee has his family call in case of emergency,or friend to call with bad news, or a person who works in the same capacity in another town or village what are we doing here!!!!. These people work for the people, they have had phones for years and never a problem...why now????

    5. The problem with your viewpoint is you do a lot of assuming. You assume we are all gullible with MAM. Many of us believe all 5 of the board members need to be removed, the difference between you and I is reality. The reality is we have MAM and DiMartino for three more years. We could sit hear and whine about them or actually do something. That something is finding three of the best candidates to replace the three members we actually can do something about and work with the two who remain. Continuing to harp on the past events we can do nothing about, i.e. voting for Langley (which I'm not sure if you were aware but there were over 2,000 more people other than Don that helped vote Langley in) is pointless.

    6. McCabe is really the "one" responsible for Langley, and a very reasonable platform published in the Advertiser is largely responsible for MAM and DAM. New to politics, they were hijacked by DeFruscio. We just need to make sure that neither machine supplies the candidates to replace the three in the next election.

  21. Anthony Corellis should be terminated as DPW commissioner for several reasons. His company uses the transfer station without a permit. His company goes to the transfer station on Mondays because it is closed and he has the keys. He has been seen on weekends using the Town truck in other towns for his private use. It goes on and on. The two board members DAM and MAM just ignore the violations . Wake up !!!! Or maybe they are hanging out at the garage on Corellis Drive too much sniffing the weeds.

  28. I tried to post this on Gadfly but because it's Pro Dave I'm guessing they wouldn't post it..... I have known Dave for a long time, but I can't say we are close friends. What I do know, is that he is his nobody's fool and if he does run, he will be formidable. There is no doubt, if he is to primary Langley, he will win. There would be alot of support out there for him from the Dems who are totally against a cross endorsement.

I guess that cost in the thousands of dollars. Oh - maybe the power-brokers in Town including the Fool on the Hill should throw in some dough as well.

Jack did not ask for tax payers dollars, he kindly asked the Town Board members to PERSONALLY donate to SEG. Not once did he request the Town itself to pay for the legal expenses.

    5. That is so not true. Jack asked the Town Board to apprpve payment for the legal services of Save East Greenbush. He.also said he was serious, in requesting it. The board was going to approve money for something else, but Jack asked them to pay for their expenses. Is this what we can expect from Jack Conway? Will he want to pay for private citizens legal fees is he is on the board? Yeah, thats just what we need.

    I'm sick of this town being down. Given its close proximity to Albany, East Greenbush should be one of the most desirable towns in the Capital District in which to live and raise a family, yet we don't even have a town planner. Columbia Turnpike should be bustling with business but instead a lot of it's buildings are outdated and shabby looking. We don't even have a McDonald's! Clifton Park is looking at acquiring a medical marijuana dispensary for their town, which should bring in a lot of out-of-towners who will also spend money in their stores and restaurants. This sounds like a good idea for their economy. Maybe it could also work for Columbia Turnpike in EG?
