Campaigning at Town-sponsored Events

Jessica Lansing did a fabulous job of organizing the event and should be congratulated, as should all of the Town's employees who were involved in making the event a success.

Yesterday at the Town Festival, Supervisor Candidate Mike Poorman set up what could be best described as a campaign headquarters.  Many, including myself as Chair of the EGDC, were upset by this.

I first heard about Mr. Poorman's booth when I asked Jessica if it would be alright for us to provide Voter Registration Forms and Absentee Ballot Applications to those in need of same.  She appeared to be rather upset about Mr. Poorman's exhibit when she mentioned it. 

I attempted to locate DPW Commissioner Corellis, who has jurisdiction over the physical parks, and who I had seen moments before seeing Mr. Poorman's booth from a short distance, but was unable to find him.

I called Deputy DPW Commissioner Fiacco who, although not at the Town Festival, had admitted seeing Mr. Poorman's booth and being upset.

As you may know, Town-sponsored events, such as yesterday's Town Festival, Music in the Park and the former Saturday in the Park, have long been considered by convention and practice, rather than by explicit Town Policy, to be campaign free or neutral territory.

I've taken the liberty of drafting the attached resolution for your consideration, however, I'll naturally defer to your judgment and that of Town Attorney Gruenberg as to whether or not to introduce same. 

I also am wondering whether this would be more appropriately addressed in the form of a local law.

I sincerely hope you act in one manner or another to formalize this convention and practice.

XXX-2015 Resolution Prohibiting Active Political Campaigning, Display of Campaign Signs and the Distribution and/or Availability of Political Campaign Literature on Town of East Greenbush Property During Town-Sponsored Events

 WHEREAS, the Town of East Greenbush sponsors numerous events for the public’s entertainment and enjoyment, including but not limiting Music in the Park and the Town Festival, formerly called Saturday in the Park; and 

WHEREAS, such events are conducted for the public benefit using Town resources, including staff and their time in the Town’s employ; and  

WHEREAS, such events have long been considered by convention and practice, rather than by explicit Town Policy, to be campaign free or neutral territory insofar as active political campaigning, the display of campaign signs and the distribution and/or availability of campaign literature, now therefore be it  

RESOLVED, it is hereby determined to be Town Policy that active political campaigning, including the display of campaign signs and distribution and or availability of political campaign literature at Town-sponsored events is hereby prohibited; and be it further

RESOLVED, that the provisions of this Resolution shall not prohibit the display of a singular banner displaying a political party’s or political organization’s name or the provision of oral information when asked by a member of the public attending such events; and be it further 

RESOLVED, that the provisions of this Resolution shall not apply to events sponsored by a political party or candidate provided that the political party or candidate has properly rented Town property for such event.

  1. Pete......I my first reaction is that your proposal is fundamentally un-democratic. When I first moved to Albany, I registered to vote in my new community at the Lark Fest. Our community suffers in part from lack of access and knowledge of our politicians and candidates. And getting the base of folks more involved in the political life of the community is a good thing. The "establishment" is probably not going to like it because it threatens the "fiefdoms." Maybe that's the source of your consternation.

    What is the EGDC you are Chair of? I'm not familiar with that acronym. Is it related to the CFAC?

      I appreciate, as always, your input.

      One regret of mine is not attending Town Board Meetings earlier during my life in East Greenbush.

      I'm all for citizen involvement. So is EGDC (East Greenbush Democratic Committee - apologies to 10:13 AM).

      -- That's why EGDC had Voter Registration Forms and Absentee Ballot Applications available at its booth yesterday at the Town Festival. No palm cards, no flyers, no campaign literature - just business cards with the Committee's contact info.

      - That's why I write in The Advertiser - to communicate with the residents of East Greenbush, keep them informed and hopefully get them interested and involved.

      Look at this year's candidates ... only 2 of 13 are incumbents.

      Look at EGDC - a complete new set of officers.

      Hardly what I'd call "Establishment".

      It was tempting to get out the palm cards and literature yesterday, but we deferred. Campaigning is not what the Festival, Music in the Park or the prior Saturday in the Park events are or were for. Thus the past convention and practice.

  3. First off, when the Town has to create local laws to prevent the very people who are running to represent us from doing the "right thing" a first step would be not to vote for that person. In this case not voting for Mike Poorman would send a clear message.

  4. I think most community events that are held during an election season include candidates campaigning. If a candidate goes overboard than that's a reflection of them, you would think you'd be happy if you were the opponent. It's one of the only chances for many to be able to actually speak with candidates.

  5. Poorman ruined a fabulous day ! My gut reaction is to not allow him the privilege of public office.
    NO POORMAN ! We don't need another arrogant fool in Town office !

  6. Overboard? Poorman was totally disrespectful of the hard work that went into putting that Festival together. Corellis, DiMartino, and Matters were equally culpable,whom all participated in Poorman's distasteful display of disrespect for others. Commissioner Corellis and those two board members should be brought up on ethics charges for their actions.

    I share in the notion of NO POORMAN not ever.

    Bad mouthing Pete because your a gadfly is counter productive.

    Years ago, the Dems would have a table, as would the Republicans; light food, donuts & coffee would be served. It was basically just to meet the residents and their families; there was actually a time when these two parties were side by side or at least very near to one another; and Got ALONG; can you imagine that? How crazy does that sound? Today's a whole different ball game; under no circumstances should politicking be at any community event. The Dems had a table, Jack had a small table, But Poorman, the know it all of know it alls had to be out there; only because he doesn't have the confidence of getting elected. You didn't see Dave running around shaking everybody's hand, introducing himself and asking people "Vote for Me." Langley; well he stayed home as usual and hid under the bed; or wherever he's hidden for 4 years now. We can only hope and wish that this Town will be "changed" for the better come January 2016; get rid of these scum that run the town and the one politicking at Onderdonk and vote for respectful, intelligent people. Only YOU can change this Town.

    3. That's because Dave is secure in knowing he is a professional and doesn't need to do that kind of thing. He places signs where they should be, and doesn't bad mouth anyone. He is running a clean campaign and letting the voters decide. Everyone should be like that.

    Gadfly and his most of his cronies hate Pete because he's respected in this town. Something they can't say about themselves.

    I submitted the following to 'fly but bet he won't post it!

    Pete stepped up to Chair EGDC because no one else would. That’s the kind of stand up person he is. He’ll do the jobs no one else wants and will make sure they are done right and above board.

    Pete is bar none, the most qualified candidate running for town board – period!

    Dave is also the most qualified candidate running for supervisor – period!

    Pete has the skills to serve as both party chair, treasurer and town board member with distinction.

    Furthermore, there’s absolutely no prohibition against his being party Chair and serving on the Town Board.

    I saw Pete helping out Kim Carlock and Suzanne Angelo getting the republican committee booth ready at Saturday's festival. That's right, I said "the republican committee booth".

    That's the kind of guy he is. That's the kind of guy we need!

    Pretty pretentious of you making a "fake" resolution as if your already on the board! Saturday was a FABULOUS day for us town residents & you try to diminish that with this ridiculous post. ALL of you guys were out there with signs, banner & booths. So what, if Poorman had literature to hand out to people that asked as did EG1st... but I don't hear you bashing them?!?!? You guys (DEMS) had a banner & a booth as well. If you wanted to keep politics out then NO booths or banner should of been allowed. Nobody cares about this petty BS.....Shut up already!

  13. You obviously missed last month's TB Meeting where Mary Ann Matters thanked Pete for writing a resolution that was adopted 5 - 0. No pretention on Pete's part, just doing what's right.

  14. Your right, I did miss this months meeting....The resolution brought forth on this blog was re: that politics should be left out of Town-sponsored events. So what I'm saying is don't throw stones......

  16. Anthony Corellis has completely destroyed the pride of the DPW and needs to be fired. Corellis is trying to get a strong arm (Poorman) elected to protect him because his men have completely turned on him creating a hostile environment.

  17. His "men" turned on him. What "men", the ones that cry to the Supervisor when he tries to enforce their own contract? The "men" that don't put a whole days work in? The "men" who pull into the yard at 2:30 every day, sit in the garage till 2:40 and all the "men" that stand by the time clock till 2:55 and all clock out within a minute? Those "men"?
