2015 Tentative Budget

I've sent my comments on the 2015 Tentative Budget to the Supervisor and Councilperson with a copy to Comptroller Phillips and Town Clerk Kennedy. 

Following are some of my comments/observations/concerns.

·         It appears that the wrong 2014 Budget file may have been used:
o   The 2014 Adopted Budget Column is erroneous in that the $110,000 in 1990.4 – Contingency (page 6) is not included in Expense calculations … Total General Fund CE should be $1,245,538 and Total General Fund Expense should be $8,042,372.  This is likely a formula error.
o   Similarly, the 1990.4 – Contingency in the amount of $110,000 is not included in Expense calculations.  Total Expense should be $8,184,511.  Again, this is likely a formula error.
·         Numerous YTD 9/30/14 Actual Revenues and Expenses exceed those included in the respective 2015 Tentative Budget Accounts, raising concern about the latter estimates.
·         “All-Funds” Personal Service (excluding Ambulance District) increases by about $74,000. 
o   Various accounts appear to include funding for many of the positions eliminated at the 1/2/14 Organizational Meeting.  Is funding for these positions included in or excluded from the 2015 Tentative Budget?  If included, is it by oversight or will the positions be filled now that a year has lapsed?
o   Similarly, funding for positions created and raises for existing positions implemented at the 1/2/14 Organizational Meeting appear to be missing from the impacted accounts.
·         “All-Funds” Employee Benefits (excluding Ambulance District) decrease by $145,037 despite increased All-Funds Personal Service.  Can this be explained?
·         Have the Personal Service, Employee Benefit, CE and Equip Account Allocations been recalculated? 
·         Total Sewer Debt payments increase by roughly $68,000.  I believe the WWTP Project was scheduled to be completed by the end of 2014.  Are the debt payments included in the 2015 Tentative Budget? 
·         Is there a 2015 financial impact of the Memorandum of Agreement with the East Greenbush Emergency Communications Union approved at the 10/15/14 Town Board Meeting and if so, is it reflected in the 2015 Tentative Budget?  If so in what amount?
·         How are the Police and CSEA negotiations progressing?  Are provisions made for raises in the 2015 Tentative Budget?
·         2015 Tentative Budget General Water Fund shows a deficit of $47,831.
·         What, if any Fee increases are included in the 2015 Tentative Budget?
·         What, if any, new positions, reorganizations and/or salary increases are included in the 2015 Tentative Budget?
·         What, if any, position eliminations are reflected in the 2015 Tentative Budget?
·         General Fund Account:
o   3020.1 - Emergency Communications PS increases $138,912.
o   3120.1 - Police & Constable PS increases $101,549 over 2014.
o   8160.4 - Refuse/Garbage CE decreases $56,831 from 2014 Adopted.
o   Other - Reserves/Debt Reduction 962 - Provision for Other Uses is split into 3 lines for a total of $177,316.  The purpose should be identified.
o   3005 - State Aid Mtg Tax decreases $125,000 from 2014 Adopted and $765 below 9/30/14 YTD.

  1. Thank you for your observations, Pete. Now I''m more concerned than ever. I am going to need a statement or a presentation from the previous auditors and a plan for a future audits before I am comfortable with any assertions made by the Supervisor. No Langley in 2013.

  2. Pete, it seems as though this budget was "thrown together" overnight with litle or no thought. This many mistakes on a preliminary budget is almost inexcusable.
    The mere fact that Langley is now obviously incapable of performing his duties as Town Supervisor, should answer all questions and provides a glaring look into his incompetence !

    Whats next with this mans complete ignorance of his duties?

    1. New voice MA Matters has stepped up, Whistling, and is paying the price for it but she continues to do it anyway. She doesn't give a rat's butt about politics, only about doing a good job for the public. DeF told her in order to do a good job you have to get your politics right. It's just more pressure to buckle under their oppressively dictatorial and failing regime.

    1. The very most important issue pertaining to upcoming elections is the education , with facts, about Chris Defruscio and his band of thieves.

      Since January 2014, Defruscio has caused havoc throughout the Town Hall and with residents as well. His ridiculous self~serving appointment to Town Court is the biggest slap in the face to Town residents. He is totally worthless in court and does nothing more than clog up the system. The judges need to take a stand and dismiss him immediately before OCA slaps the Town with reprimands and fines.
      Langley , by the way , was warned about this and chooses to not take action-( go figure!)
      The best way to get EG back on track is rid our town of this virus known as SWF and ALL of its acknowledged players and contributors.

    Those YTD figures look like they're through 6/30/14, don't they? I really appreciate this post. I used it as a frame of reference for reviewing the Tentative Budget and it was very helpful. The questions you raise must be answered. When all is said and done the Tentative Budget is partly a political document but this one looks more political than usual. It needs a lot of work and it seems its only function is for the Supervisor to claim he proposed a budget with no tax increase.

  11. I find this tentative budget to be nothing but political rhetoric and fodder for the reading room-< he~he >. The Supe. clearly has no idea and thought we'd never catch half of his mis-calculations. The obvious lack of review shows how utterly incompetent he really is !

    There's no doubt what that report says but doesn't it seem like many of the 2014 Forecasts are simply a doubling of the figures for 2014 YTD? That would imply that the actuals are half-year figures rather than three-quarter figures. Am I reading that right? Thanks.

  13. It does seem so, Jack. But some revenues and expenses are seasonal so you really can't just double 6/30 data for those.

    The 2015 Tent. Budget came out before the 9/30 Report, but I really think those items where 9/30 actuals already exceed 2015 figures should be revisited.

  14. How can the town board possibly create and approve a budget when the town's finances remain so clouded?

    When there has not been a valid audit for, what, four or five years now how can the books be relied on? How accurate is any data?

    When and how will the town board tackle the whole audit, screwed up accounting system issue???????????

  22. Do you folks realize how short-staffed our Police Department is ?
    There have been three full time retirements and two others on various long term leave. Thats five full time officers not on the beat.
    Casino comes here and we're looking at some high OT rates.
    What is the chief doing ? Besides driving a school bus !

  29. Deb DiMartino wasn't chosen by Langley and DeFruscio for her ability to think and act independently but this seems to be fine with her. As it stands right now, the taxpayers are paying her to parrot Langley's voting decisions, but maybe as she gets more experience over time, she'll become more confident and less of a follower. She needs to ask more questions and assert her power as a board member. If Mary Ann Matters figured it out, so can she. Of course, we will always have Depty Putz Ed Gilbert to thank for the end of the SWF majority. Langley and "drone" Gilbert are two putzes in a pod who totally deserve each other. NO LANGLEY 2015!

    1. 10:37 p.m. you can submit a FOIL request for any "report" information you want. If you're not sure how to ask for what you want, you can speak with a member of the town board or the CFAC for assistance.

      I could continue to insist that the Langley Administration operate in an open and responsible manner just as they promised. I could continue to expect employees to be respectful and responsive to citizen requests without a 30 day waiting period. I could go to Town Board meetings expecting a well prepared staff ready with the materials related to to the Town Board agenda.

  32. Apparently the CHUMPLEE family and supporters are at it again ! They are now running over campaign signs and anti-casino signs.
    This is and has been the hallmark of CUMPLEE and Red Guynup for years.
    They steal signs in the dark of night and drive by peoples house to see when they are home so they can plan to steal or damage property.
    Jack and Dwight are just now feeling what many of us have seen and witnessed for years.

Langley would still have pitched the casino, he'd still have a majority of support for it, and Langley's lackeys would still be out there committing their acts of vandalism.     2. First and foremost , Mike Bottillo is NOT a Hart. He's very much his own person and is only related, albeit distantly, by marriage. He recused himself because thats the correct thing to do.

He did do the right thing by recusing himself. Regarding CV, I don't know her well. I think she's running next year but I hope she won't be handled again by Phillip Malone.   38. By the time this Casino proposal is approved and it will be approved and its coming to East Greenbush, this Town Board will have lost ALL the respect of so many constituents that it will be virtually powerless to make any further changes in Town.
    Langley has shown his true colors and against the warnings of many, Reformers fell for the SWF line of bullshit and elected "Do Nothing Debbie" and MAM to give Langley his majority to straighten out the town.

  39. Anony 8:35 a.m. What makes you so sure? All the signs (pardon the pun) point to a casiNOless EG. Given the fact that the negatives of this project far outweigh the positives, it is hard to believe EG would be chosen. Even the almighty power of "politics" won't be enough to turn the tide for this project. I believe that the Gov doesn't want or need the tidal wave of trouble that will ensue if EG is chosen as the site. After it's determined that EG lost, you will see a new and improved Supervisor as he switches gears in an effort to get re-elected. We've already seen signs of it.

    1. Signs on the few lawns and the signatures of those who do NOT live in EG don't count. The bottom line is that there's at least a 51% chance its coming to EG. You can deny that all you want....personally I could care less if it comes or not. It appears though, that despite the best efforts of some, it will appear.

  40. I don't know how so many people think they know whether or not the casino is coming to EG! First of all, regardless of why someone seems so convinced EG will get a license they need to understand that this upcoming selection is not an award of the license. This is merely a recommendation to the Gaming Commission by the Location Board, NOT A LICENSE. The license will be issued contingent on meeting all of the requirements and time frames. Even IF we are selected in the upcoming weeks the fight is not even close to being over.

  42. It was a special meeting to go into Executive Session to discuss the details of the police contract. There was nothing at this point for the public to hear but at some point the TB will be voting on the contract after negotiations are done.

    1. Suggestion: why don't you do a comparison to the number of town employees and their salaries before and after the 2014 Organizational Meeting? I am dead serious. Numerous people have asked for such an analysis. People deserve to know the facts. You would be providing a tremendous service. Seriously.

      As to the latest accusations about Langley misappropriating town property...DO SOMETHING ABOUT IT BESIDES BLOGGING!

That, friends, is what separates people like Johnson, Jenkins, Conway and others from bloggers here. They do something positive to solve a problem.

  45. 9:25 a.m. nice try but nothing will be done because these bloggers are just bitter that the dems lost control of the town board. They're now doing their level best to shock and awe people into going to the polls next Nov and voting the dems back in. The dems ran this town into the ground for over a decade. Now that Langley isn't doing any better, they want it back. Does that make sense? Do they think people have forgotten how we got here? We need a whole new party and a whole new fresh start for EG. Just because Langley is a colossal disappointment, the answer isn't to toggle backwards. The answer is to support something better.

    1. IHL - I don't disagree with you. I'm just pissed as hell because we're no better off with that arrogant piece of crap Langley than we were with the last administration. So where do we go from here? Is the nature of government in EG so inherently corrupt that we just have to accept bad government as a way of life?   49. I think the most basic reality is that neither political party has represented the interests of the people, citizens, voters and taxpayers of East Greenbush. Rather both political parties seek power for the singular purpose of putting incompetent family members and friends into jobs at taxpayers' expense.

    I feel reasonably confident that the people of East Greenbush have made themselves aware of this reality through the tragic working of the last two administrations - one democrat; one republican and both totally and utterly failed.

    Will new, independent leadership emerge? We'll see but clearly Langley and his crew were and are no more the answer than a ill advised return to McCabe and his crew.

    I think Mary Ann Matters has shown herself to be independent. And I desperately wish Dave Van Wormer had been a lot less political because he was clearly the best DPW Commissioner of the last 10 or 12 years.

    We'll see but for every politician of the past we need to make the line from the Crosby, Sills and Nash song "the past is just a good bye" their theme at the next election.

    1. I have to wonder what you mean by alot less political, How exactly was I too political? It obviously didn't enter into my job, or I wouldn't have been the best DPW over the last 10-12 years, as you put it. I've seen other posts on here that say I did a great job, even though you don't like my politics. Do you really know what my politics are? Or do you really mean you don't like the people that are in my political party? In my tenure as commissioner, everyone got the same treatment, no matter what party.I could name several prominent republicans who contacted my with a problem, and were treated with the respect and service that anyone else would get. On the other hand, I can name many democrats who contacted me with problems that I was unable to rectify, because they were not the towns responsibility. The bottom line is that a taxpayer is a taxpayer, no matter what political party.

      Your past employment history and other legal issues made your character somewhat suspect and a concern. I believe it was you who described your firing as a Rensselaer police officer and your serving underage people as politically motivated. Am I correct about that?

      You are universally believed to be one of the hidden from view administrators of this very blog. You, Mike Condo and Mike O'Brien have always been believed to be the "masterminds" of this blog. True? Who knows but widely assumed.

      You were also the guy who filed the complaint that resulted in DeFruscio's confrontation with McCabe and the eventual salary settlement with DeFruscio that costs East Greenbush taxpayers a great deal of money for nothing. Correct?

      So, an awful lot of your recent life has evolved around politics.

      Having written all that I share the belief, supported by facts, that you were the very best DPW Commissioner. That includes Partak, DeFruscio and the current guy. You were always available, always responsive and always professional. And you and your team, from my perspective, handled your duties in a non partisan manner.

      Now, knowing our town the way we both do I hope you'll understand why I cannot put my name on this comment.

  51. What I like about MAM is that she had the guts to reject Langlost and his crew of interminable misfits and walk away from them. This is unprecedented. You just don't turn your back on the party that endorsed you but she did cuz it was just that bad. She ran and won on a "give us the majority so we can fix the town" platform, which turned out to be a total farce, and she's plenty pissed about it. DiMartino has just shrunk into the background and is hoping to not be noticed. MAM is a wild card that both sides can use to their advantage if they do it right. This has to have Langlost pissed as f'ing hell that he had the ball and lost it. But you gotta go some to f someone like they f'd her. What a bunch of losers.

    6. Whoa, 8:15 a.m., where did you ever get the idea that MAM speaks to PM "regularly?" That's not true. Regarding CV, if you're going to ask for votes, you have to let people know where you stand on the issues, especially the really BIG issues like the casino issue, which everyone is talking about, so why isn't CV talking about it? We can only surmise that she's for the casino but doesn't want to say so for obvious reasons. But, if she is, in fact, running next year, she will have to reveal her position on the casino and hopefully resign from the EB before she starts campaigning, especially if PM will be her campaign manager again.

  53. Does someone have the legal opinion regarding the stipends and whether or not they were illegal ? Now that Gilbert shut down his 5th vile blog, people - ( Defruscio and company) want to start in on the stipends as a convenient distraction to keep eyes off their illegal dealings.
    So , the legal opinions of someone who has legal say in the matter please.
    Not conjecture and guessing, but someone must have where it says they were illegal by either the AG or someone else at that level !.
    Otherwise, this is all nothing but a timed distraction because Chumplee and the Putz are about to pull off some other stunt and they need a distraction!

      How could they not be illegal? There is zero evidence that the Town Board ever approved them. And do not push back. Ginny O'Brien always, always carefully avoiding answering the question of whether she ever voted to approve the stipends.

  54. Well, Gilbert is at it again. A short 18 days after apologizing to himself and us on his blog he has posted a list of Supervisor Langley's accomplishments. I would like to address the items on that list:
    1. "for the first two years of the Langley Administration Democrats continued down the path of unbridled spending and political patronage" - We were all provided with records during that period showing that the debt was being paid down and that all spending was tied to a resolution and or went out to bid. During the last 10 months the Langley majority has refused to provide financial records and blocked the release of the audits in spite of repeated requests. We have no idea what the Langley spending is like but all of the subterfuge certainly raises suspicion. Political patronage in the Langley administration far exceeds that of previous administrations.
    2."But now, three years later we have professionals in key positions" - It is true that the Assessor and the Comptroller may have the right credentials but they both have failed to meet the residency requirements of office. What is shocking when one considers that the Langley administration record on professionalism is the elimination of two professional positions, Planner and Engineer, both of which are absolutely essential to the future of the town. The appointments in the court have been problematic; an unqualified person with no experience appointed as attendant and does nothing, a qualified person has been appointed to pick up the slack, the experienced court clerks have been demoted and a new inexperienced clerk promoted as a peer. No resume or job description has been provided for the position of Purchasing Agent but it is a position for which professional standards do exist.
    3. "Long neglected infrastructure is being reviewed and addressed". More substance, please. With the exception of the Sewer Treatment Plant, there is no evidence that the infrastructure is being addressed.
    4. "Our sewer treatment plant... is undergoing a complete overhaul and expansion" Yes, Keith Langley was supervisor when the town began this project but lets all remember that this effort was lead and developed from conception by Rich Benko, a licensed engineer who was dismissed by Langley. This vital position, as mentioned above has not been filled.
    5. "Businesses are returning to 9 & 20" a tiny bit of progress but certainly not a Langley "accomplishment". The only thing Keith can take credit for is the Capital View store front operation.
    6. "Town finances are finally under control" WHAT? Town finances are in the worst disarray ever and we have not had audited books for 4 years! There is no plan to fix this - OUT OF CONTROL.
    Don't worry, Ed. I won't forget what Langley has done to this town.

For Langley and Gilbert to bring it up now is just a way of trying to get folks of the track with the real issues. It was Langley's decision to let it go and he has to live with that decision. If he really and truly wanted them repaid he could have written a letter to the State Comptroller asking for an opinion as to whether the stipends were legal or not and publicly shared the Comptroller's response. I don't know how I missed this the first time, I wish I missed it this time. Page 16 of the pdf "Helping East Greenbush Residents" has an offensive take on our community.

    “East Greenbush itself illustrates the benefits of an approach that targets existing residents. The Hampton Manor and Prospect Heights are areas in need of an economic boost, according to various interviews with police and other officials in East Greenbush. Such areas, quite typically, are often home to crimes often associated with poverty and a lack of economic opportunities. Representatives of the East Greenbush Police Department spoke positively about the prospect of a casino but expressed concern whether it might impose additional costs on the department.”

    Is this the same police department that says they will not hire more staff because they are used to doing a lot with a little and that they'll handle it on an "as needed basis"? Is this the same police department whose Chief of Police is also a part-time bus driver? Will he drive the bus for the drunks at the casino?"

    What exactly is the Chief doing when he's supposed to be working as chief. Most days he's out driving a school bus. Who's watching the cop house? Is this "double dipping" ? Does Langley and the Town Board know/approve? Why are we so short-staffed ? Why have they not hired to replace the three -(3) RETIREMENTS THIS YEAR?

More than likely, this will go on forever and ever. After VanVoris, town started going under, and there is no room for improvement until the Chief of Police leaves along with Putz Langley!! Why would they want to leave; they're do nothing kind of jobs with damn good salaries.
