  5. its a preety sad state of affairs when a man who heads the ethic board is the same man who was sued for discrimination.and cost taxpayers 65,000....what reconciliations have you made langley for costing taxpayers 65000...you have made our town a laughing stock..shame on you....the town has lost all respect..just hired on a dpw commissioner who is known to be a alcoholic...must be in his seventies as well...town must do better..we pay good taxes..we are a town in debt..but meanwhile we continue to pad pockets of political allies...DAN FIACCO has a job that was made up out of thin air....he has no real functions...dave wan wormer did the job of dpw commissio prior without this added deputty position...been told by sources from dpw crew...that fiacco doesnt do anything to earn this political money..heard from a reliable source that dan fiacco likes his nose candy a bit...like to ride them rails danny boy...in closing...boo mike d.says hows your fat face feel defrusc?squid

  9. I didn't think political party leaders were allowed to serve on the Ethics Board. Keith Langley's Deputy Supervisor and Political Operative Ed Gilbert is listed as the Vice Chair of the Rensselaer County Conservative Committee.

  10. The Smart Way Forward promised a commitment to ethics and an end to patronage. Then they made a patronage appointment to the Board of Ethics in the form of Ed Gilbert. It's not easy to kill two campaign promises with a single appointment yet that's what they did. But having said that, I thought Ed Gilbert's response to my comments at last night's town board meeting were serious and intelligent and when we spoke after the meeting it seemed like he is taking the assignment seriously. I do think, as I said last night, that you can be a political operator OR you can be a member of the Board of Ethics but you can't be both. On those grounds his appointment is a bad idea. Still I wish Ed and the new Board of Ethics all the best.

      I do however , believe that the growing number of political appointments / mistakes being made by the new majority are becoming overwhelming. They need to stop the political foolishness and get down to what they promised in their campaign mailers !

Ed Gilbert has been a political "spear chucker" and "water carrier" for DeFruscio and Langley for the last two years in my own personal experience. SWF has shown some real tone deafness in appointing him to the Ethics Board. That action is not about building trust and credibility.

From an ethical perspective, there is absolutely no way any Deputy Supervisor reporting directly to a Town Supervisor should serve on a Town Ethics Board responsible for hearing and ruling on potential complaints and questions about Town employees also under the direct authority of the Town Supervisor. This is not a shot at Ed Gilbert personally. Although it is of great concern that Deputy Gilbert would agree to the appointment knowing the ethical questions it raises.
    Mr. Gilbert should resign from the Ethics Board!!

    2. Last night Jack Conway made some spot on comments about the Gilbert appointment. Mr. Gilbert responded with some comments and they began with his informing those present that he would not pass up the appointment because of a "perception" that he has a conflict. In fact, the ethics law that he will be charged with promulgating and interpreting deals with the "appearance of impropriety" as a covered violation. THIS LAW IS PERCEPTION. he can't avoid it and must face his obvious conflicts.

  16. A big concern regarding the new Langley Ethics Board is the issue of the confidentiality of Town employee personnel matters.
    After all, Mr Langley has had no problem in the past with discussing sensitive and confidential employee relations matters with his hairdresser, with local contractors doing business with the Town and with his very good friend, the Town Republican Chairman.
    The potential for future ill advised breaches of confidential information certainly continues to exist with an Ethics Board member who continues to serve as both Mr. Langley's Deputy Town Supervisor and as theVvice Chairman of the Rensselaer County Conservative party.
    I hope Mr. Conway does indeed follow up with an inquiry about the propriety of this.

  19. The new SWF majority has overspent on many different levels.
    First was the ridiculous raises they gave the patronage appointments.
    The overstaffing of depts. to make sure nepotism and patronage was fully covered. Next was the handing out of our tax dollars for the cronyism part of the SWF agenda.
    Hang on for your 2015 town tax bill with its guaranteed tax hike to help cover ALL of these expenses.
    BTW; all of the above is directly contradictory to ALL of the campaign b-s cluttering our mailboxes by Dimartino ad MaryAnn Matters,
    Funny how they instantly fell in line with the "Ercole Doctrine" of exactly how to ruin a township !

  23. Hoping that Langley will wake up and "do the right thing" is not really in the best interests of our town. Thinking that he may actually start acting like a Supervisor is nothing but wishful thinking.
    Folks better be prepared for more of the same from this crowd - which is exactly what we've seen thus far. Clueless Keith can't stand controversy - thus the secret meetings and late notices. He has no intentions of being forthright and up front about anything. Defruscio has made it very clear that this group will do what they want, when they want and the rest of us can sit back and watch.
    Dwight can pester and ask all the questions he wants - it will not do any good regardless of his persistence.
    Many of you wanted Keith to have a majority so he could run the Town more efficiently. Well - how's that working out for ya ?

    I would suggest that we all take a breath , and evaluate exactly what we think are the very "core" issues , and address them head on.

      Our town lost out on a gem this past November.
      People were so quick to fall for Defruscios SWF campaign , they let Cheryl Vallee slip thru the cracks.
      Mike Bottillo was also a better qualified candidate than either of the two women that were elected. Too late though. Voters short-sighted , blurred vision led us to two under-qualified political pawns for Defruscio and Co.
      Dimartino and Maryann Matters have proven beyond doubt that they exist only to take orders from Defruscio/Gilbert/Langley.
      We all suffer for their ignorance and allegiance to a political nightmare named Ercole.
      Writing and hoping that Langley is going to ever do the right thing is a waste of intelligence and effort. I would rather see someone take the legal route of removing him and the other two pundents from political office. They are the true travesty we all suffer from !

  36. What does anybody really know about Keith Langley's background? Did he graduate from High School? Did he attend College? What is his employment history? Has anybody seen a Resume from Mr. Langley? We do know he doesn't like being asked any questions at Town Board meetings.
    Why won't Mr. Langley tell us any information about his background? Most public officials are eager to let their constituents know about their personal experiences and professional qualifications.

  37. This weeks Advertiser. March 26th 2014. Normally , that would be enough to start a conversation. However, we are talking about Maryann Matters. Her comment in todays Advertiser is so openly ignorant and devoid of any relevant facts that its almost comical. Acknowledging the mere fact that she ran under the heading - "Smart Way Forward" , I really thought this post from her was a complete joke !
    First; the meeting was a total SMOKE SCREEN to cover the dirty dealings of her, Deb and Langley.
    Of course your thrilled that the Ethics Board is up and running. With Ed Gilbert there, you've virtually rendered it useless to others except the chosen few that fall favorably upon Langleys eyes.
    As far as you attaining any goals of financial stability, HAH! Are you kidding us ?
    You've overspent the previous majority if for nothing but the hefty raises you gave all your partisan appointments. Not to mention the over-staffing at the DPW with Corellis AND Fiacco now doing the job of one person. Great start to that financial recovery. Pay raises for all the Langley faithful ! Fabulous start!
    How about Ed Gilbert drawing a paycheck and each of your town attorneys getting a fairly decent pay increase? The new court attendants, all three of them to replace one previous court bailiff.
    It shoud be noted that the Chief Judge of the Court System has an opinion regarding political operatives such as Chris Defruscio having anything to do with the court system. I would suggest you read it.

    The remaining 21 months of this dog and pony show should be quite interesting to say the least.

    Your last utterance is by far the best of the entire sonnet :
    "Rest assured East Greenbush , that we will not be shaken , and we will not fail those who have entrusted us , in good faith , with the future of our town." Thats the understatement of 2014 so far! Your clearly running this town into financial ruin to the benefit of a select few.

    You and your partners need to sit back, grab a cup of coffee and really analyze exactly what your game plan is. The complete destruction of the financial security of our town ? It surely looks that way.
    Exactly what is your plan for financial security? Over paying your staff is not a good start.

    You and commander clueless better wake up and realize your losing credibility at a rate that is unrecoverable. Your mere allegiance to Chris Defruscio proves your rookie status as a politician.

    1. One point to emphasize, it's a RULE of the Chief Judge related to political personages working in the Court System. I'm surprised that our local Town judges have not seen to it that the RULE is enforced in their courtrooms. If they are ignorant of it, all they have to do is Google it.

    4. The adopted Ethics Code is finally on the Town's web site ... only took since October 16th!

      Section 19 - Board of Ethics(a)(6) Political Activity. The members of such board shall not function as an officer (the chairperson, vice chairperson, secretary, treasurer or other elected or appointed office holder) or committee member of either a political party or a political organization.

      So Dilbert and unfortunately, Ms Terry should step down or resign from their respective committees.

  41. @ 8:12 - I agree that Maryann's Advertiser article was very short on substance and troubling. Here are the things I found problematic:
    1. It has the overall paternalistic tone of the failed Langley policymaking. She is essentially saying we are on the road to recovery, trust me - no details necessary. Not so fast, Ms Matters, you were elected on an open government platform and the residents need to know what, if anything, has been done to improve the financial situation.
    2. MAM refers to the "special" meeting "to benefit the Town". How did it benefit the Town? Why would it benefit the Town? She goes on to say that it was productive which has nothing to do with the weird scheduling designed to avoid openness. She also notes that it was well attended which proves that we are fortunate enough to have people following local government that are willing to make scheduling changes. It certainly does not prove, as asserted by Ms. Matters, that it was to our benefit. What her statement says to me is there was an attempt to pull a fast one by Keith Langley, citizens showed up anyway and didn't let him get away with it so everything is okay. It is most certainly not okay, M. Matters.
    3. She says that minority members "hem and haw" from the dais. I have heard exactly the opposite. I have heard direct, precise, and helpful comments from the minority members. For example: Ms. Mangold offered to vote for the employee settlement if trainings were held to avoid such situations in the future; Mr. Malone and Ms. Mangold have both asked for the Town financials; Mr. Malone asked to be afforded the traditional appointments due to him; and both minority members have asked for advanced copies of the resolutions. The hemming and hawing I see is from Mr. Langley who can't or won't explain himself on any issue except the opening of the Starbucks.
    4. Ms. Matters refers to neglect of "over a decade". During that decade her husband was paid to serve this town for 6 years double the term of Malone and Mangold during the same decade. Is she actually in the Advertiser complaining about the neglect her husband inflicted on the Town? Perhaps she is reefing to the neglect of Keith Langley who did not even attempt to accomplish anything in his two year term during that decade.
    5. Ms Matters has an "truly staggering" to do list. Not good enough, Ms. Matters. What is on the list? What do you intend to do? Government of the people.....

I thought Mary Ann Matters piece in the Advertiser was helpful in showing the thinking of the new majority, I hope she keeps writing pieces like that because it's a form of communication and those are rare enough around here. That she engages in positive spin for her side is unsurprising. I hope Pete Stenson continues to write in the Advertiser as well. I do have a couple of comments on her article and the posts above.

    That 'special' meeting was only special in that it was an unusually heavy-handed way to avoid public scrutiny. There was only one agenda item that was time sensitive yet there were seven resolutions including the appointment of the entire Board of Ethics. Sneaking through your ethics appointments is hypocrisy of the highest order. Mary Ann's spin that the meeting was well attended means she didn't see or didn't want to see what really happened. Because they tried to sneak that meeting past us, a number of people organized to ensure the strategy would backfire. The attendance at that meeting was a statement in no uncertain terms that people were pissed about the 'special' meeting and determined to see that it failed.

    Anonymous 11:04's insightful comment about Mary Ann's lack of detail about financial improvements is important . A number of moves made at the organizational meeting made no sense if you're trying to save money. Malone and Mangold cannot be accused of 'hemming and hawing' because in fact they have been teaching a master class to Keith Langley and Rick Matters in how a minority should represent the people who elected them. Most of what we know about the majority's thinking has been provided in response to Phil and Sue's questions and resolutions.

    Having said this, it is also true that the town finances are in a disastrous state. Perhaps all the new majority has done is state this but that in and of itself is an improvement. You can't fall into junk bond status and be compared to Detroit and act like nothing bad is happening. If you want to know how the democrats lost the majority, look no further than the failure to acknowledge the fiscal crisis and offer a systematic plan to rectify it.. But the new majority is going to have to offer more than secret meetings and questionable appointments if it's going to make the kind of improvements alluded to in Mary Ann Matters' article.

    3. I was trying to illustrate a parallel. Malone thought it was cute to assert that HE was the majority. Now Langley is the "majority" and doing the same low life stuff.

      My point is that we, the people don't need this stuff. We deserve better from government. And we get to send them away until they learn better. Right now, it looks like Langley's next for a vacation unless he can learn to govern for the people. It's that simple, but it probably means loosing DeF.

  46. To the Gadfly and like minded reformers: Let's look at the facts of the current situation. The tax and spend Dems are gone. Malone and Mangold are behaving like two people who understand the message that the voters sent last election and intend to give us what we want. SWF is acting like reform and fiscal restraint are unnecessary. Lets take this situation at face value and understand that, for now, the reformers are the minority.

    I know it is hard to swallow but reform must recognize candidates of substance and support them. We missed the boat big time by not seeing the SWF platform for what it was and most certainly should have supported Cheryl Vallee. Lets put the personal stuff aside and support the people who are doing the right thing.

    Deb Dimartino is no more qualified to sit on the Town Board than Mickey Mouse ! Maryann Matters and her husband - Corporal Clueless - are the epitome of antagonistic parasites.
    We will all now suffer the ignorance of the voters for another 21 months.

  49. Ya know, we're all missing out on the biggest fish here. Mr. tax and spend himself - Phil Danaher ! If any of you think for one fleeting moment that he's not behind some of the dirtiest moves of Langley thus far ~ think again!
    Phil has never seen a tax increase he wasn't in love with !
    Ole Philly Danaher also has alot of influence over the Gilbert/Mulvey love affair.

    It is also very important to never forget that Langley and former Councilperson RICK Matters are the ones responsible for our East Greenbush Taxes going up this year!! Councilpersons Malone and Mangold put forward a reasonable proposal which would have prevented the tax increase. Langley and R. Matters instead voted FOR the tax increase.
    Keith Langley is nothing but a third rate tax and spend politician. At last month's TB meeting Langley voted against yet another reasonable Mangold and Malone resolution which would have allowed EG taxpayers to see how and where their tax money is being spent each month. The Langley majority voted it down. What is Tax and Spend Langley trying to hide?
    Malone and Mangold seem to be on the right track by sponsoring reform based resolutions aimed at transparency and fiscal responsibility.
    Langley on the other hand, seems content to ride around in his truck on the EG taxpayers dime and gasoline.

  52. I love the fact that even though its too late , people are seeing the game that Defruscio,Gilbert,Mulvey and Langley are up too.
    There is no government for the people, only government to benefit Defruscio and his select few friends and relatives.
    Trying to be optomistic ad hope that Langley will actually start to act like a supervisor is simply wasting your time and almost like hoping you'll win the lottery. Not gonna happen !

      Seems to me that Langley and DeFruscio have abandoned or blocked the platform and agenda advertised in the Advertiser during the campaign. Following it could have saved them. They're on the way to being discredited, just like the preceding administration. So we'll have no real choice from either Party in a year and a half. McCabe and company certainly can't be thinking about a return. (Just wait till we all hear about the state of the financial records managed by that bunch. I hear they are so bad we won't be seeing an independent audit.) And DeFruscio and company have shown no credible action, so what have we got but a need for leadership from some other quarter.

      Time for some real change. Raising taxes, politicizing the Ethics Board and ignoring the Rules of the Chief Judge makes the current administration ineligible for re-election.

    I think there might very well be a reasonable choice for real change. Both Councilpersons Mangold and Malone have been doing a very good job in exposing the hypocrisy of the Langley SWF Administration, while at the same time outlining some very reasonable and credible alternatives to the Langley/DeFruscio "Special" meeting strategy. SWF ran on an open government and reform platform which they immediately abandoned once they won. Ironically, both Malone and Mangold seem to have concluded that not all reform is bad. They have shown a willingness to discuss substantive issues with residents who haven't agreed with them in the past. As a result, they have potentially broadened their base of support, unlike Mr. Langley, who has seen his political base rapidly diminish over the last three months, beginning with his January Organizational Meeting debacle.
    Conversely, over the last three months, Councilpersons Mangold and Malone have begun to develop a very strong legislative and voting record which represents an effective counterpoint to Mr. Langley's record of political cronyism, secrecy and tax increases.
    Malone and Mangold may very well prove to be the shining lights at the end of the Langley/DeFruscio tunnel.

  61. There is more lawsuits coming against this Board. They have made some real tactical mistakes and there is at least one more that will cost them. Time is wasting away while these three throw valuable tax dollars down the drain or into the pockets of Defruscio faithful.
