And then there are the published documents dealing with the process by which the "stipends" were disbursed to select recipients - including the former Supervisor. ($140,000 and change over a 4 year period.) All these documents have been produced and are on the public record.
and.....just because you don't agree with any of this , doesn't mean it's illegal! Several State agencies have reviewed and given opinions on each of your points. No legal charges were brought - or - recommended.
